From: Barry Murphy
Dear Kainga Ora Correspondence,
You are right, there were a number of WPQ's regarding the Teitei development & they were listed in the recent emails released under OIA to someone else.
I can confirm WPQ 23323 is the one where it is stated "Kāinga Ora is giving this matter further consideration to ensure the perceived conflict has been managed appropriately", it also states "The staff member was not leading the project". The staff member had a title of both Project Manager & Delivery Lead role, & signed most contractor agreements worth hundreds of thousands of dollars.
An internal investigation was done on the matter, and comments were made by senior leadership regarding Mr Taits property becoming a border to stage 1 in January, yet still no COI was registered. Its also evident that Mr Tait asked (6th April) designers to modify the design to include a stream and perhaps to other contractors along the way, as David Chau pointed out "Giles Tait expertise led him to make a correction to the design to preserve existing stormwater management".
It was also evident that Kate Oates met with Mr Taits manager David Chau to discuss the matter, which I have separately requested documentation and information on the meeting, however the same day Mr Chau made comments on the matter, so could have been coached and the COI could have been altered to reflect a better outcome for KO image and reputation.
Its also apparent that when RDC was questioned on the Stormwater, that RDC referred to asking Mr Tait for advice on the stormwater, the exact matter that Mr Tait was being questioned about the conflict over.
Hence my questions:
7./ who carried out the investigation referred to in parliamentary questions and answers (to clarify, was there a third party independent or was this an internal investigation only, and was the evidence regarding the matter qualified and confirmed?)
8./ what investigation was done into the claim the reserve being extended was for storm water requirements (to clarify, as further evidence I have provided above, what proof is there that the stormwater preservation was required, and that houses could not be built on that piece of land, which causes conflict to Mr Tait, being surrounded by a reserve, rather than having properties on his border?)
Yours sincerely,
Barry Murphy
