I refer to your request of 12 September 2023. As consultations necessary
to make a decision on your request are such that a response cannot
reasonably be given within the original time limit, the University has
extended the time limit for your request under section 15A(1) of the OIA.
The new maximum time limit for the University’s response is 1 November
2023; we will respond to your request as soon as reasonably practicable.
You have the right to make a complaint to an Ombudsman if you are
dissatisfied with this extension.

I refer to your request of 12 September 2023 for information about DELNA.
“Regarding the DELNA test used to measure the Academic English Language
Requirement for enrolment, can you please provide the total number of
tests administered each year for the past 10 years, broken down in the
dimensions of pass/fail, the degree/qualification of student enrolment,
and the domestic/international status of the student.”
The DELNA Office has provided a document, attached, which sets out
information about DELNA. As stated in the attached document:
“DELNA results can sometimes be used to satisfy the Academic English
Language Requirement (AELR). However, AELR and DELNA are two separate
processes. While the former is pre-admission, the latter is post-
admission only. The Admissions Office determines whether students are yet
to meet AELR and the pathways available for them to do so. New incoming
students complete DELNA regardless of AELR.
Most students who are yet to meet AELR will satisfy the requirement upon
successful completion of an AELR course. A few students are given the
option of using an acceptable DELNA result to meet AELR. An acceptable
result in DELNA is a ‘Good’ or ‘Satisfactory’ result in the Screening
assessment, or a minimum of 7 in the writing band and an overall average
of 7 or above in the Diagnostic assessment.”
The vast majority of DELNA assessments are done simply to identify
students who may need assistance with their academic English language
skills, not to satisfy AELR. Please advise by 23 October 2023 whether your
request is for data concerning DELNA assessments in general, or DELNA
assessments used for AELR. We can then make enquiries and liaise with you
about other issues concerning the availability of the information
requested. If we do not hear from you by 23 October, we will proceed on
the basis that your request relates to all DELNA assessments rather than
just those used to satisfy AELR.

I refer to your request of 12 September 2023. You have not responded to my
email of 18 October seeking clarification of your request. Accordingly, we
have proceeded on the basis that your request relates to all DELNA
assessments rather than just those used to satisfy AELR.
“Regarding the DELNA test used to measure the Academic English Language

The information requested is either not held or cannot be provided without
substantial or research. DELNA results are not recorded as pass/fail, and
data held by the DELNA Office about student degree/qualification and
domestic/international status is self-reported by the student taking the
test. The OIA does not require the University to spend excessive staff
time manually creating these statistics from the information we hold. Your
request is refused under sections 18(f) and 18(g) of the OIA.
You have the right to make a complaint to an Ombudsman if you are
dissatisfied with this response.
