Do we LAWFULLY have to pay income tax

From the IRD response ... "A person includes an individual; see section AA 3 of the ITA and in Part 2 of the Legislation Act 2019."
This does not appear to be correct as in those acts a "person" does not appear to be stated as including an "individual", neither is an individual defined in the definitions. At least not that I can see.
Person is defined as "... includes a corporation sole, a body corporate, and an unincorporated body". Apparently this person may be "liable" to "comply" with an "obligation imposed", and so I don't think the response answers the intent of the original question. It can be a real problem when very specific legal meanings of words are used interchangeably with everyday language use of the same words.
