Government Supply Chain Register
Chris McCashin made this Official Information request to Carmel Sepuloni
This request has an unknown status. We're waiting for Chris McCashin to read recent responses and update the status.
From: Chris McCashin
Dear Carmel Sepuloni,
Please provide the most recent report completed by the Government and their individual agencies that have funding in excess of $20m that report on
- How the agency tackles exploitation risks in their operations and supply chains
- Specifically looking for supply chains relating to individual agencies and electric cars
- Specifically looking for supply chains relating to individual agencies and mobile phones
- Specifically looking for supply chains for any products the government buys in bulk that require rare earth minerals mined in third world countries contributing to modern slavery
If this has not been done can you confirm when this will be done bearing in mind you are pushing legislation and will this reporting be completed prior to this legislation going through?
And can you confirm government agencies that receive in excess of $20m will also be subject to this legislation. If not why not?
Yours faithfully,
Chris

Kia ora Chris
Thank you for your request of 23 August 2023 to Hon Carmel Sepuloni asking:
Please provide the most recent report completed by the Government and their individual agencies that have funding in excess of $20m that report on
• How the agency tackles exploitation risks in their operations and supply chains
• Specifically looking for supply chains relating to individual agencies and electric cars
• Specifically looking for supply chains relating to individual agencies and mobile phones
• Specifically looking for supply chains for any products the government buys in bulk that require rare earth minerals mined in third world countries contributing to modern slavery
• If this has not been done can you confirm when this will be done bearing in mind you are pushing legislation and will this reporting be completed prior to this legislation going through?
• And can you confirm government agencies that receive in excess of $20m will also be subject to this legislation. If not why not?
Aside from All-of-Government contracts, managed by New Zealand Government Procurement at the Ministry of Business, Innovation and Employment (MBIE), we understand that each agency is responsible for its own procurement processes and, as such, the information which you have requested relating to individual agencies is not held by any one agency or office, nor contained in any recent comprehensive report.
As such, for our Office to respond to your request in its original form, we would need to extend the due date to consult each agency on whether it holds information in scope, and then partially transfer the request to the appropriate agencies. This is something we are able and happy to do, but it would likely result in significant delays in you receiving the information you are seeking.
Alternatively, you could make an individual OIA request to each agency yourself. We appreciate this would require additional administrative effort on your part, but that approach would likely allow you to receive the information you are seeking more quickly.
Please advise me of your preference by Friday, 5pm, 15 September, 2023. If our Office does not hear from you by that time, it will be assumed that your preference is for the first option, and we will subsequently advise you of an extended due date for your request.

Dear Carmel Sepuloni,
Okay just to confirm NZ Governments Official position per the memo
- Government intervention / regulation is driving demand for cobalt so we are contributing to child slavery and supportive of it
- Government is worried if they don’t drive demand for EVs they will not be “green” so in essence are happy to be at the end of supply chain contributing and driving modern child slavery in this world
You really have some issues with your priorities.
Yours faithfully,
Chris McCashin
