I am requesting information about the use of contracting firms in Te Whatu Ora. Could you please provide:

1) what is the total cost of contracts te whatu ora holds with PWC, and what are the deliverables/milestones of those contracts

5) In what areas of your organisation do people employed by PWC, EY, Deloitte’s or KPMG regularly attend leadership and management meetings - such as public health service? What is the rationale for embedding contractors from these firms in routine management/ leadership meetings?

Kia ora Delia, I hope this email finds you well.

I am writing to introduce myself as the advisor working your OIA request
(below), and also to provide you with a bit of an update so far.
 
1) what is the total cost of contracts te whatu ora holds with PWC, and
what are the deliverables/milestones of those contracts
2) what is the total cost of contracts te whatu ora holds with EY and what
are the deliverables/milestones of those contracts
3) what is the total cost of contracts te whatu ora holds with Deloittes,
and what are the deliverables/milestones of those contracts
4) what is the total cost of contracts te whatu ora holds with KPMG, and
what are the deliverables/milestones of those contracts.
5) In what areas of your organisation do people employed by PWC, EY,
Deloitte’s or KPMG regularly attend leadership and management meetings -
such as public health service? What is the rationale for embedding
contractors from these firms in routine management/ leadership meetings? 

After some initial conversations, it is clear that your request is likely
very large and will require substantial collation and research to respond.

To date, I have asked the Finance team to compile a list of contracts we
hold with those agencies, to better determine the precise scale of your
request. Once this is known, I’ll be in touch again about what we may (or
may not) be able to provide. However, it appears likely Te Whatu Ora will
have to refuse your request in its current form under Section 18(f) of the
Act.

In the meantime, can you let us know if you are aware of any particular
contracts that you are most interested in? This may help us focus our
resources better as well as enable us to respond more quickly and in a way
that is more useful for your purposes.

Please note, under Section 15 of the Official Information Act 1982, any
clarification or amendments made to a request within seven days after the
date it is received, that request may be treated as a new request and the
time limit for the response restarts.

Dear hnzOIA,

Thank you for your reply. I’m somewhat surprised that the scale of the information requested could reach a threshold for refusal - that suggests significant contractual reliance on PWC, Deloittes, EY and KPMG.

To be clear, I have not indicated my request is urgent, and the ombudsman’s guidance indicates it is more appropriate to extend the timeframe than to to refuse the request.

Môrena Delia, thanks for your reply.

Apologies, my wording was not more clear. I meant more that your request is broad in scope, and not necessarily that we hold a large amount of information.

Collation and research is an indication of the steps Te Whatu Ora will need to take to ensure we provide you with a comprehensive response. Processing such a request on behalf of all regions of Te Whatu Ora may prove administratively challenging. This is also why I asked if you might be willing to narrow your request to any particular contracts (if there are any you may be aware of).

Refusing your request would be our last resort. I will endeavour to make a decision on your request as soon as possible, however, I imagine an extension will likely be required. I will advise you of this if required, and will also keep you updated of progress in the meantime.

Thank you for your reply - that makes sense. Perhaps you could phase your response to my request, so that you first provide me with the information about contracts entered into by the National office/ National headquarters (on the assumption this involves less collation). And then follow it up with the rest of the information about contracts you hold at a regional/district level, once you’ve had time to collate it.

Kia ora Delia, thanks again for your reply.

As you may be aware, the Act requires that we advise you of our decision
on your request no later than 20 working days after the day we received
your request. Unfortunately, it will not be possible to meet the original
deadline of 28 August 2023.

This email is to let you know that Te Whatu Ora needs more time to make a
decision on your request and is extending the time limit under section
15A(1)(b) of the Act, as consultations necessary to make a decision on
your request are such that a proper response cannot reasonably be made
within the original time limit.

We are therefore writing to notify you of an extension of the time to make
our decision to 15 September 2023

If you are not happy with this extension, you have the right to make a
complaint to the Ombudsman. Information about how to do this is available
at [1]www.ombudsman.parliament.nz or by phoning 0800 802 602.
