Dear Liam

I understand you have raised some concerns with the Ombudsman over the
Minister’s response to your Official Information Act requests for
communications between the Minister of Police and any accounting and
auditing companies relating to the pricing schedule for the firearms
buyback.

While the Ministers of Police and Finance made the decision to fund a
buyback of the prohibited firearms, development of the regime including
the pricing schedule was the responsibility of the Commissioner of Police.
It was the Commissioner who contracted KPMG to produce a pricing schedule
for firearms that would be subject to the buyback. Therefore it is to be
expected that there would be and there is no correspondence that is within
the scope of your request.

There is a wealth of information available on the on the Police website
about the development of the buyback regime that you might find useful.
The following link will take you to proactively released briefing papers
about the development of the buyback:
[1]https://www.police.govt.nz/about-us/publ...

The papers include advice on options provided to Ministers and Cabinet on
the development of the compensation scheme and show the process of
reaching final decisions.
