Thank you for your email on 31 July 2023, asking for the following which has been
considered under the Of icial Information Act 1982 (the Act):
1. what is the total cost of contracts te whatu ora holds with PWC, and what are the
deliverables/milestones of those contracts
2. what is the total cost of contracts te whatu ora holds with EY and what are the
deliverables/milestones of those contracts
3. what is the total cost of contracts te whatu ora holds with Deloittes, and what are the
deliverables/milestones of those contracts
4. what is the total cost of contracts te whatu ora holds with KPMG, and what are the
deliverables/milestones of those contracts.
5. In what areas of your organisation do people employed by PWC, EY, Deloitte’s or
KPMG regularly attend leadership and management meetings - such as public health
service? What is the rationale for embedding contractors from these firms in routine
management/ leadership meetings?
On 9 August, Government Services advised you that processing your request in its current form
would represent a significant amount of effort which would interfere with the day-to-day operations
of Te Whatu Ora. You were invited to refine your request if possible. We acknowledge your
wil ingness to wait for a substantive response, and your suggestion to receive contracts entered
into by the National Office first, followed by contracts entered into by our regions.
It remains the case that to provide details of deliverables/milestones of each individual contract
entered into by the wider organisation and these four firms represents substantial collation and
research. As such, we are refusing these portions of your request under section 18(f) of the Act.
However, the Finance team were able to readily provide you with the total amounts Te Whatu Ora
paid to PWC, EY, Deloitte and KPMG between 1 July 2022 and 31 July 2023. This information is
enclosed as a table in
Annex One.
Whilst Te Whatu Ora is unable to disclose specific details about individual contracts for the
reasons outlined above, an example of the type of work where a portion of this spending is likely to
have occurred is around engaging consultations to support change and transformation work
resulting from the health reforms. For example, Te Whatu Ora has engaged consultants to assist
with the development of new national operating models, to establish the Pae Ora Delivery Unit
within the organisation (which provides support, governance and oversight of our key strategic
change initiatives) and to assist with the implementation of new structures.
Regarding the final part of your request, without collating the individual contracts, Te Whatu Ora is
unable to comment on the rationale for representatives of these firms to at end meetings as
requested. As such, we are also refusing this part of your request under section 18(f) of the Act.
