Assignment of responsibility for Wairarapa level crossing safety upgrade project

Dear New Zealand Transport Agency,

Kiwirail is currently leading a level crossing safety upgrade project in the Wairarapa, specifically addressing 30 public level crossings from Rimutaka to Masterton.
Given that railway crossing safety has both rail and road related components and that NZTA funds local roads and has the greater volume of expertise in road safety, why is NZTA not involved in leading this project?

Kia ora Patrick,

 

While Kiwirail are leading the projects to upgrade level crossings in the
Wairarapa as part of wider infrastructure upgrades, they are required work
closely with the relevant road controlling authority for each proposed
level crossing upgrade.  That would be Waka Kotahi for state highway
crossings and the relevant local council for those on local roads.

 

Waka Kotahi also work with KiwiRail on a more national basis as both road
controlling authority and as the rail safety regulator on level crossing
best practice.

Dear Official Correspondence,

Given that NZTA led the 12 crossings safety project in the Bay of Plenty in 2019 and that NZTA has also taken a leading role in the closure of the local Telephone Road in Puketaha and that NZTA also will probably be asked to fund roading improvements sought at some level crossings by Kiwirail in the Wairarapa why is this project not NZTA led like the 12 crossings programme?

The Wairarapa level crossing upgrades are funded directly to KiwiRail by
the Government as part of the New Zealand Upgrade programme. In this
instance, it is KiwiRail’s accountability as the national rail network
owner and operator to lead the project.
