Tupu-ake System / Inability to Process ETS Applications

Camryn Brown made this Official Information request to Ministry for Primary Industries

This request has an unknown status. We're waiting for Camryn Brown to read a recent response and update the status.

From: Camryn Brown

Dear Ministry for Primary Industries,

Please provide all relevant documentation, communication, and meeting minutes relating to the period of time that MPI has been unable to process ETS applications due to the staged rollout of the Tupu-ake system that demonstrate (a) the start of the period during which application submission is impossible, (b) the estimated end of that period, and (c) the decision to have such a period and its justification(s).

My intent is to understand the extent to which MPI planned this "outage" and believed it to be acceptable. I'm interested in any and all discussions relating to whether to have an outage or not, all of the options considered and their pros/cons, and so on. Please also include any documentation of consultation undertaken.

Yours faithfully,
Camryn Brown

Tçnâ koe Camryn,

Thank you for your Official Information Act (OIA) request of 20 April 2023

As it stands your request captures a large amount of information and will
require a substantial extension of time or may be declined under Section
18(f) of the OIA – the information requested cannot be made available
without substantial collation or research.

I would welcome the opportunity to discuss your request further to see if
some refinement is possible

Dear Ministry for Primary Industries,

I am happy to amend by request from "all such material" to "the minimum such material as necessary to address my stated intent". I expect that the Tupu-ake project manager should have sufficient information readily available in project planning, approval, and status update material.

Dear Official Information Act,

I disagree with the rationale for extending the response time for this request, having made the request quite simple. However, even the extended deadline is now passed. I have contacted the Ombudsman. Please respond immediately.

Yours sincerely,

Camryn Brown

Tçnâ koe Camryn,

I refer to your complaint made to the Ombudsman about MPI’s decision to
extend the time to respond to a request for information.

As you know, on 20 April 2023 MPI received your request for information
relating to the Tupu-ake System. On 25 May 2023 MPI extended the time to
respond to your request by 35 days. The extension was to allow us time to
sort through the large quantity of information within scope and to carry
out consultations.

I acknowledge that the extension of 35 days was longer than necessary and
that MPI could have scoped the request and consulted with third parties in
a shorter timeframe. Further, the subsequent three day delay in responding
to your request should not have occurred.  I apologize that MPI did not
meet our obligation to respond to your request as soon as reasonably
practicable and for any impact this has had on your work.

If you have any questions or would like to discuss this further, you are
welcome to contact me by emailing [1][email address].

Ngâ mihi

Michelle Morehu

Director, Government Services
