I am writing to request information under the Official Information Act 1982 about the use of Hikvision cameras in New Zealand.

In particular, I am seeking any records or advice that the Ministry of Foreign Affairs and Trade (MFAT) may have regarding the potential cybersecurity risks and links to human rights abuses associated with Hikvision cameras. Specifically, I would like to request the following information:

- Any records, including correspondence, reports, memos, or briefings, that discuss or relate to the use of Hikvision cameras in New Zealand;

The information to which these parts of your request relates is more closely connected to the functions of the GHCSB (section 14(b)(ii) of the OIA refers). In these circumstances MFAT is required to transfer your request.

Additionally, we are partially transferring your request to the Department of the Prime Minister and Cabinet to respond in information that agency may hold in scope of your request.

You will hear further from DPMC and GCSB concerning your request. MFAT will continue to respond on information this agency holds in scope of your request.

Government Communications Security Bureau (GCSB) for response. The
following questions were transferred:

will be sent to you as soon as possible.

The OIA requires that we advise you of our decision on your request no later than 20 working days after the date we received your request. Unfortunately, it will not be possible to meet that time limit and we are, therefore, writing to notify you of an extension of the time limit to make our decision by 20 working days, to 3 July 2023.
