Dear National Institute of Water and Atmospheric Research Limited,

Thank you for the information that Tangaroa deployed the HAARP research buoy shown in the photograph I originally sent you (a) 19 years ago (b) well south of NZ -- and that this buoy was retrieved 8 months later.

As a follow-up to that request, could you tell us whether Tangaroa has deployed any further HAARP research buoys since that time?

Specifically, was there such a Tangaroa-deployed buoy in the Tasman Sea during the month of January 2023?

As a follow-up to that request, could you tell us whether Tangaroa has deployed any further HAARP research buoys since that time?
- The same buoy and a similar one were deployed in March 2007 in the same area.

Specifically, was there such a Tangaroa-deployed buoy in the Tasman Sea during the month of January 2023?
- RV Tangaroa was not in the Tasman Sea in January 2023. We have had no involvement with this project since the buoy deployment in 2007.

Please note, under section 28(3) of the Act, you have the right to seek an investigation and review by the Ombudsman of this decision.

Dear Enquiries,

Thank you for adopting the typical bureaucratic strategy of answering questions that were not asked.
Let me break down the question I did ask into two parts:

Part 1. Has RV Tangaroa ever deployed a large metal buoy in the Tasman Sea (including the undefined area to the north west of NZ where the Tasman Sea blends into the Pacific Ocean)? Please answer yes or no.

NB: Such a deployment would OF COURSE not have been part of the same project involving deployment of similar buoys in sub-Antarctic waters some years ago, so please do not suggest that you have already answered Part 1 by saying NIWA has had no further involvement with THAT project.

Part 2. If the answer to Part 1. is "yes", the second part of the question is "was that buoy present in that location during the month of January 2023"? Again, a yes/no answer is requested.

So to reiterate: 1: Has Tanagroa ever deployed a large metal buoy in the Tasman or its northern edge -- on behalf of any agency, for any purpose? Yes or no.

2: If yes, was that buoy still there during the month of January this year? Yes or no.
