COVID-19 Public Information Campaign Spend

Mark Shelly made this Official Information request to Department of the Prime Minister and Cabinet

The request was partially successful.

From: Mark Shelly

Dear Department of the Prime Minister and Cabinet,

Please advise a monthly spend from March 2020 to now on public information campaigns in support of New Zealand's COVID-19 response. I ask that these include but not be limited to the costs for the Unite Against COVID-19 Campaign and the Vaccine Campaign.

If spends are not available by month then provide in what ever temporal division you have them and in total.

Please also provide a list of each and every individual public information campaign conducted in support of New Zealand's COVID-19 response and the spend for each campaign in the most granulated form that you have (both in terms of what component of the campaign the spend was on and when the spend was made) as well as in total.

Yours faithfully,

Mark Shelly

Tçnâ koe Mark

Thank you for your email of 1 May 2023, asking for the following
information under the Official Information Act 1982 (the Act):

“Please advise a monthly spend from March 2020 to now on public
information campaigns in support of New Zealand's COVID-19 response. I ask
that these include but not be limited to the costs for the Unite Against
COVID-19 Campaign and the Vaccine Campaign. If spends are not available by

information campaign conducted in support of New Zealand's COVID-19
response and the spend for each campaign in the most granulated form that
you have (both in terms of what component of the campaign the spend was on
and when the spend was made) as well as in total. ”

This email is to let you know that Te Whatu Ora needs more time to make a
decision on your request.

The Act requires that we advise you of our decision on your request no
later than 20 working days after the day we received your request.
Unfortunately, it will not be possible to meet that time limit and we are
therefore writing to notify you of an extension of the time to make our
decision, to 22 June 2023.

This extension is required because the consultations necessary to make a
decision on your request are such that a proper response cannot reasonably
be made within the original time limit.
If you have any questions, please contact us at [1][email address]

If you are not happy with this extension, you have the right to make a
complaint to the Ombudsman. Information about how to do this is available
at www.ombudsman.parliament.nz or by phoning 0800 802 602.

Kia ora Mark,

Thank you for your request under the Official Information Act 1982 (the
Act) for:
“Please advise a monthly spend from March 2020 to now on public
information campaigns in support of New Zealand's COVID-19 response. I ask
that these include but not be limited to the costs for the Unite Against
COVID-19 Campaign and the Vaccine Campaign. If spends are not available by

you have (both in terms of what component of the campaign the spend was on
and when the spend was made) as well as in total.”

Pursuant to section 15(1)(a) of the Act, Te Whatu Ora, Health New Zealand
is writing to advise you that a decision has been made on your request;
however, it will take us some time to prepare the information for release.
However, as it stands, some information will be refused18(f) of the Act,
where the information is not readily available and would require
substantial collation or research.

Where parts of your request have been refused, I have considered whether
fixing a charge for the supply of the information or extending the
timeframe for response would enable Te Whatu Ora to respond. I do not
consider that either option would remove the impact that supplying the
information would have on our other operations.

We apologise for the delay, and endeavor to send you the information by 30
June 2023.

Under section 28(3) of the Act you have the right to ask the Ombudsman to
review any decisions made under this request. The Ombudsman may be
contacted by email at: [1][email address] or by calling 0800
802 602.
