Dear New Zealand Police,
1. Please provide all documentation describing Police's approach to monitoring, measuring, and managing performance of Police staff.
2. Please provide details of the overall performance management process within Police. This includes but is not limited to 1:1, 360, team feedback, manager feedback, performance improvements programs, KPIs, OKRs, etc.
3. Please provide details of the current KPIs or OKRs in place for staff, broken down by team or function or whatever level these are set at.
4. Please provide data showing the aggregate performance of staff as measured by Police. For example, number of staff per region with each rating at appraisal time, number of staff per region currently on a PIP.
5. Please provide information on how Police assess when a staff member is not performing adequately and the processes that are undertaken.
6. Please provide details of how Police assess the efficacy and suitability of their performance management approach.
Please note where you seek to withhold or refuse any information under OIA s17 or s18 using the reasons in s6, I am proactively requesting you to provide the grounds in support of that reason as per s19.
That is to say, it is insufficient to state you are withholding for reason that disclosure is, for example, "likely to prejudice the maintenance of the law, including the prevention, investigation, and detection of offences, and the right to a fair trial"; or "would disclose a trade secret"; or "would be likely unreasonably to prejudice the commercial position"; you are required to lay out the grounds that support why the disclosure is likely to do so.
Please note, Police are required to respond within 20 working days. My recent OIA requests with Police have not been responded to in a timely manner as required by law. Please ensure this request is fully compliant with that law, in both response time and content.

This is yet more extremely poor performance from Police - I have complained to the Ombudsman.
It's obvious that Police do not have a suitable approach to managing these requests, and/or quite simply do not care about their obligations under the law. Disappointed, but not surprised.

Dear Ministerial Services,
Thank you for the response, please can you let me know what the reason for the delay was?
Has this simply been sitting awaiting a signature for 2.5 months with no followup from the IR team?
Was there a delay in preparing the response itself or a need for internal consultation? Additionally, are Police aware consultation must be completed within the statutory timeframe (ie you don't have 20 days to prepare the response, then however long you like to consult on it internally)?
Why was no update provided on the delay - why did I have to follow this up? Do police / the IR team not monitor and track outstanding requests for timeliness or completion?
