Checking for relevant Convictions - Domestic Violence

Dear New Zealand Police,

please could you find me all relevant information the Police have on the procedure for checking the previous convictions of someone charged with Domestic Violence related charges when the person charged is not a Resident or Citizen of New Zealand. (ie a Visitor or on a Temporary Work Visa). Is there anything that states that the Police should request the Defendant's previous relevant history from their country of origin or anything that specifically states that they should not.

I am interested to know why it is that someone should be charged and prosecuted for a First Offence in Domestic Violence when in fact they have a criminal history of this in the UK.

I live in New Zealand permanently and am happy to provide proof of address is required,
