1.     We are writing to acknowledge your information request, dated 1
September 2022, regarding Council’s culture.

 

2.     Council received your request on 1 September 2022, as follows:

 

Napier's mayor was reported by RNZ as saying she was proud of her work on
improving the council's culture (30 August 2022).

Can you please list and briefly detail the type of work done or initiated
by the mayor and councillors in the last three years to improve the
council's culture in the areas of staff pay, staff retention, staff
conditions, and staff morale.

3.     This is being treated as an Official Information request, and as
such, Council must meet certain criteria in how and when we respond to
you, set out in the Local Government Official Information and Meetings Act
1987.

 

4.     Your request has been provided to the relevant officers to prepare
Council’s response and you will be advised of Council’s decision as soon
as is reasonably possible, and no later than 20 working days from the date
we received your request, unless we have agreed an extension to that time
frame with you before the due date.

Local Government Official Information and Meetings Act request – Council’s
culture

 

1.     We are writing further to your request for information dated 1
September 2022 regarding Council’s culture.

 

2.     You requested:

 

Napier's mayor was reported by RNZ as saying she was proud of her work on
improving the council's culture (30 August 2022).

Can you please list and briefly detail the type of work done or initiated
by the mayor and councillors in the last three years to improve the
council's culture in the areas of staff pay, staff retention, staff
conditions, and staff morale.

Could you also provide any information on whether the current mayor or
councillors have received any relationship management training to give
them the skills needed to retain a CEO for longer than 18 months.

 

3.     Response:

 

The elected members do not control staff pay, staff retention, staff
conditions, or staff morale. Their role is to employ the Chief Executive
who is then responsible for implementing all the organisation’s strategies
and establishing the corporate culture, including staff well-being, pay
and retention.

 

Although elected members have not done specific relationship training this
term, they have reviewed their code of conduct, the Institute of Directors
has led them in 360˚ reviews, and they participated in the CouncilMark
review this year. Additionally, members of the Hearings Committee all have
up to date certification for the ‘Making Good Decisions’ training.
