This is an official information request under the Local Government Official Information and Meetings Act 1987 (LGOIMA).
This request is made to to gain information regarding the release of the Wellington City Council Pre-Election Report 2022 by the Wellington City Council to the Stuff website.
Labour Party Councillor Fleur Fitzsimons made a post on Twitter.com on 12 July 2022 that, "...when it comes to statutory reports about elections like this one, my view is that it’s most appropriate to simply release them on a website not to one media outlet (albeit a very credible one) to maximise media coverage."
The information requested is:
1. The version of the Wellington City Council Pre-Election Report 2022 that was released to the Stuff website prior to its public release;
2.All associated correspondence between the Wellington City Council, including officers and elected officials, that was associated or accompanied the release of the Wellington City Council Pre-Election Report 2022 including covering letters, memorandums, public relations talking points, opinion pieces or 'op-eds', and any other supporting material;
3. Any internal communications, correspondence and/or memorandums or briefings outlining and/or minuting the decision and the appropriateness to provide the Stuff website the Wellington City Council Pre-Election Report 2022 prior to its public release; and
4. The details of any persons or parties outside of the Wellington City Council that received the Wellington City Council Pre-Election Report 2022 prior to its public release.

2.All associated correspondence between the Wellington City Council, including officers and elected officials, that was associated or accompanied the release of the Wellington City Council Pre-Election Report 2022 including covering letters, memorandums, public relations talking points, opinion pieces or 'op-eds', and any other supporting material;
All correspondence relating to the release to Stuff is included in the above response. In addition to this, please see the attached op-ed which was sent to Stuff, but not used.
3. Any internal communications, correspondence and/or memorandums or briefings outlining and/or minuting the decision and the appropriateness to provide the Stuff website the Wellington City Council Pre-Election Report 2022 prior to its public release
Both the communications plan for the Pre-Election Report, and all communication regarding the release is included in the above response.
4. The details of any persons or parties outside of the Wellington City Council that received the Wellington City Council Pre-Election Report 2022 prior to its public release.
The report was sent to Stuff under embargo ahead of its release. The email is included in the above response.
