Process for when a rubbish truck is unable to collect bins due to the road being blocked

Dear Auckland Council,

Please confirm specifically what process is followed in the event that:

A residential rubbish collection truck attempts to collect bins on a street, but is unable to access the road due to it being blocked by a private construction company's vehicle that is parked on the street.

Please also confirm:

- if the vehicle in question is illegally parked (e.g. on yellow lines) is this reported in any way to the appropriate authorities?
- are attempts made to contact owners of the parked vehicle?
- are attempts made to contact residents who's bins are not collected following the attempt?

If recollection is attempted the following day, please consider the same questions if the scenario were to repeat (e.g. attempted collection on Tuesday not possible due to private vehicle parked in the middle of road, attempted recollection on Wednesday not possible due to private vehicle parked in the middle of the road).

I refer to your request relating to process for when a rubbish truck is
unable to collect bins due to the road being blocked. Please see the below
response to your questions.

 

if the vehicle in question is illegally parked (e.g. on yellow lines) is
this reported in any way to the appropriate authorities? 

o Yes the contractor will contact the parking wardens if any cars are
parked illegally.

 

are attempts made to contact owners of the parked vehicle? 

o Yes, attempts are made to contact the owners of the parked vehicle.
First, staff or contractors would visit the site to try to locate the
owner of the vehicle. If unsuccessful then staff would identify the
owner of the vehicle via the registration details and contact them via
letter. If the issue is ongoing, then Auckland Council staff would
work with Auckland Transport parking wardens to issue parking tickets
to the vehicle.

 

are attempts made to contact residents who's bins are not collected
following the attempt? 

o The contractors will try a couple of times throughout the day to
collect the bins and then if they were still unable to collect the
bins they would notify the council staff so that we could notify the
call centre to advise any customer who calls to leave their bin out
for recollection the next day.

 

If recollection is attempted the following day, please consider the same
questions if the scenario were to repeat (e.g. attempted collection on
Tuesday not possible due to private vehicle parked in the middle of road,
attempted recollection on Wednesday not possible due to private vehicle
parked in the middle of the road).  

o If issue has reoccurred when the contractor went to empty the bin then
the contract supervisors or the Auckland Council Waste Advisor would
visit the site to look for a way to collect the bins. Meanwhile the
council would attempt to contact the vehicle owner to advise them not
to park there in future. If the vehicle continues to be parked
illegally, then council staff would ask the parking wardens to monitor
the site and to ticket any illegally parked vehicles.

through to [1]Contact us or report a problem (aucklandcouncil.govt.nz) and
provide the specific location so this can be investigated by the Contract
Manager for that area.
