I refer to your two Official Information Act requests made to the NZDF on
26 August 2014. The team preparing a response to your requests has advised
of a need to extend the statutory due date of both  requests by 15 working
days under section 15(A)(1)(a) of the Official Information Act:
 
The request is for a large quantity of official information or
necessitates a search through a large quantity of information and meeting
the original time limit would unreasonably interfere with the operations
of the department or the Minister of the Crown or the organisation.
 
The new due date for a response to both of your requests is 10 October
2014.
 
Under section 28(3) of the OIA, you retain the right to ask that an
Ombudsman review the decision to extend the due dates of your requests.

I refer to your Official Information Act requests of 26 August regarding
the Collins range and Heretaunga Pistol Club. The team preparing the
responses to your questions has asked me to contact you and seek
clarification of both your requests.
 
In your first request you sought all correspondence to and from Mr Steve
Lamb from 1996 to 26 August 2014. To locate and process this volume of
correspondence would require substantial time and resources of NZDF. In
addition, correspondence dating from 1996 may no longer be maintained in
an easily retrievable format. Would you be able to limit the scope of this
request to a shorter time period, such as the past five years (2009-2014)?
 
In your second request you seek statistics on the use of the rifle ranges
by NZDF and HPC. The team preparing the response would like you to clarify
the meaning of ‘use’ in this request; does this refer to active firing
activities on the range, or non-firing activities as well? Clarifying this
question will help the team prepare the most relevant response.
