COVID-19 vaccine mandate and the dismissal of NZDF Staff who decline the vaccine

M. Fitzgibbon made this Official Information request to Ministry of Defence

The request was partially successful.

From: M. Fitzgibbon

To the Ministry of Defence,

Any correspondence between the ministry and the NZDF and vice versa, and between the Ministry and the Minister and vice versa, about either;

1) what to do if NZDF Staff should decline the Vaccine, or
2) the dismissal of NZDF Staff who refuse the COVID-19 vaccination.

Yours faithfully,

M. Fitzgibbon

Response was:
" The information you have requested is more closely associated with the NZDF, which is a separate organization from the Ministry of Defence. Accordingly, I am transferring your request to that organization, pursuant to section 14(b)(i) of the Act.
Under section 28(3) of the Act you have the right to request the Ombudsman to investigate and review this transfer.
Carol Douglass
Deputy Secretary Governance, People and Executive Services.
(Ministry of Defence) "
***************
We know these are separate organizations.
Clearly both parts of the request are directly addressed to the Ministry of Defence, regarding their communications with both the NZDF and the Minister of Defence. (Peeni Henare, Since 06 Nov 2020). ONLY the MOD would hold copies of relevant internal communications between the MOD and the minister (Peeni) . Therefore this request is definitely much more applicable to the MOD, rather than the NZDF.
Transferring the request in full to the NZDF is deliberately disingenuous, looks like a stalling tactic at best.

With regard to your two requests transferred to the New Zealand Defence
