I am the editor of Kaniva Tonga News, a widely read online news agency here in Auckland providing a unique Tongan-English serving the Tongan diasporic community in Tonga, New Zealand, Australia and the United States.

Our work is regularly carried by local, regional and international news services.

I am seeking the following information under the Official Information Act so that I can identify the appropriate government agency and person to approach about carrying all government advertisings, Covid-19 ads, promotion and translation into Tongan language.

Which Government Ministry or agency is responsible for handling government advertising?
Which Government Ministry or agency is responsible for handling government advertising about Covid-19 and its translation into Tongan service?
What are the names and contact details of the responsible persons within the relevant ministries or agencies?

Unfortunately I do not understand how advertising campaigns and promotion from government were provided to news media outlets. The reason why I was asking for this information is that I understand there are government campaigns that targets the Pacific community from time to time. We regularly saw this on other Tongan news media outlets here in New Zealand and wondered why it came through those media and not us. The Ministry of Health did a campaign on Bowel Cancer Screening, and they contacted us after a recommendation from a customer who knew about us. From our experiences, the agencies who did the promotions and advertisings from government targeting our Pacific people did not know about us. If they knew about us I believe they would use our news media outlet for their promotions and advertising campaigns. When we contacted the Ministry of Health and asked them to direct us to those who were responsible for the health promotions for people with diabetic we received no response. There were promotions and advertising relating to Covid19 responses and service for the translation of advices and important information about Covid 19 into Tongan language. That is something we can do. But we do not know who to contact. Are you in a position to find out what are those individual agencies?

If this is the case then we don’t hold relevant contact details for each agency. If you are interested in a particular campaign (e.g the bowel cancer screening campaign you identify below) then we would likely need to transfer your request to that agency.

But in short, we don't hold a master list noting each contact person who is responsible for advertising at each agency/department.

We are happy to help with additional questions to provide some guidance about where what agency you may need to contact or to transfer your request.

My answer: Please transfer me to the Ministry of Health’s flu vaccine ads campaign. How about the Election Commission as NZ is preparing for its general election next year. When the Broadcasting Minister Kris Faafoi announced the government’s support package for media sector following New Zealand’s first lockdown due to Covid 19, the Minster referred to “Advance purchase of Government Advertising” https://mch.govt.nz/media-sector-support... against COVID-19’s translation service and advertising about Covid awareness. We need to know who we can contact in the Ministry for Culture and Heritage to get information for this package or any government advertising they manage. There are more advertising we noticed on other media which came from government agencies but we do not know the government departments, agencies or ministries from which these government campaigns come.

Based on the below it appears that you are interested in your publication being considered/contacted when Government agencies undertake advertising campaigns, and you are wanting to know the relevant contact people to get in touch with. Is this correct?

Your Question: If this is the case then we don’t hold relevant contact details for each agency. If you are interested in a particular campaign (e.g the bowel cancer screening campaign you identify below) then we would likely need to transfer your request to that agency.

My answer: Please transfer me to the Ministry of Health’s flu vaccine ads campaign. How about the Election Commission as NZ is preparing for its general election next year. When the Broadcasting Minister Kris Faafoi announced the government’s support package for media sector following New Zealand’s first lockdown due to Covid 19, the Minster referred to “Advance purchase of Government Advertising” https://mch.govt.nz/media-sector-support... against COVID-19’s translation service and advertising about Covid awareness. We need to know who we can contact in the Ministry for Culture and Heritage to get information for this package or any government advertising they manage. There are more advertising we noticed on other media which came from government agencies but we do not know the government departments, agencies or ministries from which these government campaigns come.

As below, we have sought clarification from you on a few occasions below. We are still unsure as to what information you are seeking and therefore do not believe the request is made with due particularly as required by section 12(2) of the OIA. Therefore, we will be closing off this request.

As noted, if your request is asking for the contact details of each person within an agency that would be responsible for advertising, then the Ministry would not hold this information as it would be dependent on the individual agency and campaign that was being run.
