Interpretation of "programme" in section 70 of SSA 1964

Dear Ministry of Social Development,

At my hearing in front of the Social Security Appeals Authority held in Auckland on 7 August, the Ministry's representative referred to a previous decision of the SSAA during which the meaning of the word "programme" as used in section 70 of the Social Security Act 1964 was discussed. The Ministry representative's comment was that it involved a Japanese pension plan.

Please provide me with a copy of the SSAA decision in that case.
