Dear Chris Hipkins,

Can the Minister please provide the definition used by the New Zealand Government in relation to informed consent?

Does a mandate directly oppose a persons ability to obtain full informed consent associated with a medical procedure?

Can the Minister please provide any and all studies / information from PFIZER that the New Zealand government has relied on that show that the vaccine is safe and effective for the use in adult human females that are pregnant?

Would the trial of 44 female rats be adequate in assessing if a medicine was safe and effective for pregnant woman if a drug trial was undertaken in New Zealand and should pregnant woman be told that the potential viability of their baby is based on a study of rats?

Would part of the informed consent process include notifying pregnant woman that a study of rats is what was determined if they should be injected with the vaccine?

Please provide an up to date assessment of the effectiveness of the vaccine roll-out based on Medsafe Data - since February this year there have been more deaths from Covid-19 than all of the two years with this pandemic. So with New Zealand being 90% vaccinated how does the Minister determine results of the vaccine?

It appears that the vaccine either doesn't work or could potentially be the catalyst for more deaths from Covid - what papers, reports, analysis of NZ data (not Pfizer) confirms that the vaccine has achieved anything at all?

Is the Minister aware that the J & J vaccine has been taken off the shelf - this is however due to Fauci not making money from this vaccine as opposed to making money from Pfizer and Moderna however this is a precursor to Pfizer being removed from the shelves due to lawsuits....

Why are there any requirements for vaccines / mandates at all now given it is clear they don't work.

At what point will the NZ Government distance itself from the "safe and effective" narrative , will it be when the head of Medsafe is found guilty of malfeasance, negligence.

The walls are closing in, and like overseas when the dominos start to fall I suggest the Minister will probably need to lawyer up - you can stop this madness now - remove any and all advertising that says this vaccine is safe - your own Medsafe data directly contradicts this.

As a follow up can you also please provide the definitions of

- coercion
- blackmail
- Hobson’s choice

It has recently been announced a second booster would be made available to vulnerable groups (conspiracy theorists said this!). As at todays date there are 18 serious side effects per Medsafe reporting. In line with the definition of informed consent can you confirm that people looking to get boosters and / or their fourth dose are made aware of all of these potential side effects along with a warning that they could potentially die given this gene therapy has killed people.

Please provide informed consent paperwork (if any) and or if I was to walk into a pharmacy having not read a Medsafe report I’m assuming the vaccinator will verbally inform me of the eighteen serious side effects that Medsafe are monitoring?

If this is not completed why not?

If persons are not informed of these side effects then this doesn’t meet the definition of informed consent per what you provided? Yes or No

With regard to the benefits latest Pfizer documentation has confirmed 12% efficacy in the first week with a waning from there. Can you also confirm per Pfizer’s documents that people are notified that there a limited benefits as per the informed consent definition?

And can you confirm you are monitoring the Pfizer document dump in the USA as Covid response Minister? You might want to educate yourself on this.

Thank you for your request under the Official Information Act 1982 (the
Act) on 12 May 2022 for:

 

              “1) Can the Minister please provide the definition used by
the New Zealand Government in relation to informed consent?

              2) Does a mandate directly oppose a person’s ability to
obtain full informed consent associated with a medical procedure”

 

While I am unable to provide specific legal advice, I hope you find the
following information useful.

 

For the purposes of health and disability services, the Code of Health and
Disability Services Consumers’ Rights (the Code) specifies that every
person undergoing a health procedure has the rights that are set out in
the Code including the right to make an informed choice and to give
informed consent to any procedure, except where any enactment, or the
common law. Or any other provision of the Code provides otherwise. The
requirements of informed consent are at the heart of the Code and trigger
a number of other rights in the Code (Rights 5, 6 and 7).

 

The Code provides that all persons must be presumed to be competent to
make informed choices and give informed consent, unless there are
reasonable grounds for believing they are not competent.

 

Included in the right to be fully informed is the right to an explanation
of the options available, including an assessment of the expected risks,
side effects, benefits of each option. A person can only give informed
consent if they have been fully informed about the procedure.

 

As has been found in legislation relating to Orders under the Covid-19
Public Health Response Act 2020, even where there are mandatory
requirements in Orders, these are not inconsistent with the requirements
for informed consent. Persons can also make informed decisions knowing the
consequences if they do not consent to medical treatment (such as
vaccination or testing).

 

The New Zealand Bill of Rights Act 1990 provides that every person has the
right not to be subjected to ‘medical or scientific experimentation’
without that person’s consent and everyone has the right to refuse to
undergo any medical treatment.

Under section 28(3) of the Act you have the right to ask the Ombudsman to
review any decisions made under this request. The Ombudsman may be
