I don't agree with Sarah that invoking 18B* wouldn't have allowed the request to be answered. However from her perspective, it would be easier to close out this request rather than have it active, as there is so many requests to deal with.

I think you should have narrowed your request to named individuals. She alludes to this in her response, including her reference to "your request as it is currently framed..."
