Thank you for your requests for official information received on 20 March

20 March 2022: "1. how many students graduated from NZ medical schools
between years 2015 - 2020 2. How many NZ trained doctors who graduated
between years 2015-2020 are still actively practicing in NZ.

3. How many NZ trained doctors who graduated between years 2015-2020 have

4. How many NZ trained doctors who graduated between years 2015-2020 are
still on the MCNZ register but don’t have an active annual practicing
certificate (APC).”

And

21 March 2022: “Could you please confirm if the costs of medical training
(MBChB) for NZ Citizens is subsidised by the government/MOH and if yes,
how much does the government spend per student?

If the answer to above question is yes, what conditions, if any, do these
(partially funded) medical graduates have to fulfill if they want to leave
new Zealand within 5 years of completing medical training?

Does this subsidy apply to Australian Citizens who apply for medical
training in NZ?”

The Ministry of Health has decided to consolidate your requests under

reference number for both requests is: H202204230.

Kia ora G S

Thank you for your request under the Official Information Act 1982 (the
Act) to the Ministry of Health (the Ministry) on 20 March 2022 for
information relating to practicing status of New Zealand medical school
graduates.

How many students graduated from NZ medical schools between years 2015 –
2020?

How many NZ trained doctors who graduated between years 2015-2020 are
still actively practicing in NZ?

Between 2015 and 2020, 3,228 New Zealand trained doctors graduated from a
New Zealand medical school. Of these 3,228 doctors, 3,118 doctors were
registered to practise medicine. Of these 3,118 doctors, 2,930 are
actively practising medicine in New Zealand and hold a current practising
certificate.

How many NZ trained doctors who graduated between years 2015-2020 have
applied for a “certificate of practicing status” (COPS) from MCNZ?

Of the 3,118 doctors who graduated between 2015 and 2020 and were
registered to practise medicine, 670 have applied for a certificate of
practicing status (COPS). Please note this does not always indicate an
intention to practise overseas. Some Colleges require doctors to provide a
COPS before they begin vocational training, for example, the Royal New
Zealand College of General Practitioners. A large number of COPS applied
for are intended for this purpose. The Medical Council of New Zealand do
ask doctors applying for a COPS about their intentions, although they do
not have to reply. They also ask them about where they want the COPS to be
delivered to (overseas boards generally require a COPS to be sent direct
from us to them). Of the 670 doctors who applied for a COPS, 233 either
specifically indicated an intention to work overseas, or asked for their
COPS to be delivered to an overseas organisation.

How many NZ trained doctors who graduated between years 2015-2020 are
still on the MCNZ register but don’t have an active annual practicing
certificate?

There are 187 New Zealand trained doctors who graduated between years 2015
and 2020, are still on the Medical Council of New Zealand register, but do
not have an active annual practising certificate.

Could you please confirm if the costs of medical training (MBChB) for NZ
Citizens is subsidised by the government/MOH and if yes, how much does the
government spend per student? If the answer to above question is yes, what
conditions, if any, do these (partially funded) medical graduates have to
fulfill if they want to leave New Zealand within 5 years of completing
medical training? Does this subsidy apply to Australian Citizens who apply
for medical training in NZ?

The Ministry does not fund any undergraduate medical training. However,
some scholarships may be awarded indirectly through one of the many
scholarship funds we support.

I trust this information fulfils your request. Under section 28(3) of the
Act you have the right to ask the Ombudsman to review any decisions made
under this request. The Ombudsman may be contacted by email at:
[1][email address] or by calling 0800 802 602.

Please note that this response, with your personal details removed, may be
published on the Ministry website at:
