Good afternoon. I wish to make an Official Information Request to the Ministry of Health, more specifically the authority in charge of the Covid19 response for New Zealand.

Could you please provide data/ information relating to the following from the point in which the Pandemic began to most recent data?

1). Television advertising across all platforms.
2). Radio advertising across all platforms.
3). Internet/ web based advertising across all platforms.
4). Advertising specifically relating to Social Media.
5). Advertising across paper media, I.e Newspapers
6). Advertising posters, handouts, literature etc.

Please provide breakdowns of the advertising relating to:

1). Immunization shots number one and two.
2). Immunization boosters
3). Immunization for 12- 16 year olds
4). Immunization for 5- 11 year olds
5). Information regarding lock downs
6). Information regarding the Traffic Light System
7). Information regarding Vaccine Passports

I am emailing you to clarify the scope of your request to enable us to
provide the information you are seeking. 

 

Regarding questions 1 -5 - We have interpreted this part of your request
to be for the number of advertisements delivered across all mediums for
the Unite Against COVID-19 campaign.

 

However, we would appreciate it if you could please confirm what types of
data/information you are seeking. Are you seeking financial information or
other types of information? Further, are you seeking that information
relating to the Unite Against COVID-19 and vaccine campaigns or just the
Unite Against COVID-19 public campaign?

 

Regarding questions 1-6 - We have interpreted this part of your request to
be for the number of advertisements delivered for each category listed in
questions 1 to 6 for the vaccine campaign.

 

However, we would appreciate it if you would please clarify what type of
breakdown you are seeking, is it the number of advertisements for each
category listed in the questions? 

 

Regarding the part of your request for ”… statistics/ information on
advertising based on Maori.” - We have interpreted this part of your
request to be for the number of advertisements for the Unite Against
COVID-19 and vaccine campaigns supporting awareness of the Government’s
response to COVID-19 in Mâori communities.

 

 Grateful it if you would please advise if this is the type of information
you are seeking?  

 

 

Please note DPMC can only provide information we hold.  We can provide the
advertising costs of the Unite Against COVID-19 and vaccine public
campaigns.  However, DPMC does not hold information for a breakdown of
advertising expenditure by medium, because all media placement is via a
contracted media agency, and DPMC does not place requests with media
outlets directly, media costs are not broken down by individual media
outlets in the DPMC financial system.  Therefore a request for information
that asks for a detailed breakdown of information related to advertising
will most likely will be refused under section 18(g) of the Act, as the
information is not held by the department and we do not believe that it is
held by another public sector agency.

 

I would appreciate your agreement to our proposed approach and
interpretation by Friday 8 April 2022.  If we have not heard from you by
this date, we will consider your request as per our interpretation
