Where did the money go?

Dear Canterbury District Health Board,
I read in the news that Andrew Little said that Canterbury District Health board is given funds from the Ministry of Health to employ 3 dermatologists.
I interpreted that to mean 3 x 1 FTE dermatology positions.
(So, for example, it could be filled by 6 of them, working half-time, which would give them time to do things like read so as to keep up with international best practice, write so as to contribute to international best practice, teach, etc).
Apparently the number of dermatology postions is presently 0.
So I am wondering what the money was spent on. I suppose it wasn't given back to the government unspent because the District Health Board is, on the instructions of some Manager who thinks he knows better than International Best Practice, that it is 'good' or 'ideal' or 'aspirational' or 'required' that the Health Board run at a deficit. Year after year after year cry cry crying for more money from the Government for not being able to provide all of the services that they were given money to provide.
They blew the budget. That is to say, they spent more money than the recieved from teh Government, apparently, they would have us belive.
So... What did the 3 FTE dematology salaries get spent on?
You could name one thing (of comparable value) that the money was spent on. Something not approved by the governmetn but money was spent on it anyway.
Party?
Pay increase?
Orthopedics x7?
How much money does it cost to dump a spouse at Hillmorton, these days?

Dear Communications,
I am also interested to know how much money the Canterbury District Health Board paid to the South African Orthopedics hire who was here for 1 week before his children were killed and his wife was taken into involuntary confinement by the Canterbury District Health Board in Hillmorton.
Was he paid for 1 week's work at a 1 FTE Orthopedics consultant -- or something else?
- What was the duration of his employment? Is he still on payroll?

Was his wife on payroll?
Apparently she was a Medical Doctor, also.
Did she ask for an application to apply to be on payroll? That's how that works -- right? They don't publically advertise jobs, you are supposed to write to them and beg them or bribe them or who knows what them in order for them to supply you with an application to be on payroll.
Was she obviously competent / a good hire but they wouldn't give her an application to be on payroll?
Because it's sooooooooooooooooooooo competitive that someone can't be enrolled in the 120 point MPhil Degree that they applied to be enrolled in even when *there were no other applicants to be enrolled in that programme*. Sooooooooooo competitive. The nature of the competition becomes clear.
What kind of doctor was she?
Psychiatry?
I don't suppose you can tell me any of this...
I suppose the very competent government monopoly governmnet contract holders for government prosecution are going to be looking into all of this for the public accountability trial (yeah right)
