On 17 July 2014 you filed an Official Information Act request for “the
Banking Licence for the newly established China Construction Bank in New
Zealand”.
 
‘Banking licences’ are not issued as individual documents to each
registered bank. Rather, an on-line register of registered banks is
maintained by the Reserve Bank.

The conditions of registration of each bank are contained in a bank’s
disclosure statement. The individual names on the register link to the
individual bank’s website, from which the conditions of registration can
be obtained.
 
I believe this response meets your request in full. You have the right to
seek a review of the Reserve Bank’s decisions, under section 28 of the
Official Information Act.
