Official Information request regarding the Adaptation Fund 2020

 

I refer to your official information request, dated 13 December 2021, for
information related to the Adaptation Fund 2020.  

 

Your request has been addressed under the provisions of the Official
Information Act 1982 (the Act), which is based on the concept that
information held by government agencies should be made available on
request unless there is good reason for withholding it.  

 

 1. Judging criteria and feedback around the decision to fund The Court
Theatre Trust ($200,599), as part of the Adaptation Fund 2020.

 

The assessment criteria for the Adaptation Fund 2020 can be found on our
webpage under ‘assessing applications’ here:

Two assessors were assigned to each application using the assessment
criteria and assessment scale. An additional third assessor was assigned
for applications requesting $450,000 and above.

Following initial assessment, the Adaptation Fund panel meeting took place
providing an important opportunity for our peer assessors to discuss the
collective merits of projects within the funding round. The panel made
recommendations for funding by coming to a consensus at the meeting.
Creative New Zealand staff provided advice where required in relation to
alignment with Creative New Zealand strategies (ie, Te Hā o ngā Toi—Māori
Arts Strategy, Pacific Arts Strategy, Investment Strategy), consideration
of artform, sector contribution and public value.

Two internal moderation meetings were held for this fund. This first
involved Creative New Zealand staff and the external panel facilitator.
This was followed by a second moderation meeting involving Senior
Management, Creative New Zealand staff and the external panel facilitator.

Final recommendations were then made to Creative New Zealand’s Chief
Executive (for projects up to $250,000) and the Arts Council, via the
Chair’s Consultation Group (for projects above $250,000), who made the
final decision on which applications received funding.

 

The assessment of application from The Court Theatre Trust is withheld in
full under the following sections of the Act.

·       Section 9(2)(a): to protect the privacy of natural persons.
Personal information has been withheld under section 9(2)(a) of the Act,
as we believe it is necessary to protect the privacy of individuals.

·       Section 9(2)(ba)(i): which relates to where the making available
of the information would be likely to prejudice the supply of similar
information. Applicants would not expect the assessment of their
application to be released publicly. We believe that making this material
available could prejudice the supply of similar information from other
clients and that it is in the public interest that Creative New Zealand
continues to maintain trusted relationships with our applicants and
assessors.
