I refer to your official information request, dated 09 December 2021, for
information related to Creative New Zealand’s RFP to develop business case
for a Digital Arts and Cultural agency. We’ve considered your request
under the provisions of the Official Information Act 1982 (‘the Act’),
which is based on the principle that information held by government
agencies should be made available on request unless there is good reason
for withholding it. 

 

How the RFP came about

The COVID-19 pandemic has highlighted:

o the necessity for the arts and culture sector to position itself
better to exploit the opportunities that digital technologies present
o the fact that Aotearoa is lagging behind other countries in using
digital technologies within the sector.

                 

In response, in October 2020, the Arts Council approved a Digital
Framework which provides the platform from which Creative New Zealand may
over time develop a range of interventions in the digital sphere across
our four deliverables: Investing in the arts, Developing the arts,
Advocating for the arts and Leadership in the arts.

 

The framework identifies Creative New Zealand’s interests in the digital
space with the objective of ensuring the arts sector is positioned to
maximise the opportunities associated with digital technologies, for the
benefit of the sector and all New Zealanders, in a way that recognises the
unique cultural context of Aotearoa New Zealand.

 

Over 2019/20 and 2020/21 Creative New Zealand has been exploring the
feasibility of establishing an arts and cultural digital service/entity.

 

This led to the release of a Request for Proposals to develop a business
case for a Digital Arts and Cultural agency for Aotearoa.

 

A copy of the RFP, which includes the evaluation criteria, is attached as
Appendix 1.

 

A copy of the questions and Creative New Zealand’s answers raised through
the RFP process is attached as Appendix 2. Please note some information
has been redacted under section 9(2)(a) of the Act to protect the privacy
of natural persons.

 

The template RFP response form is also attached as Appendix 3 for your
information.

 

Having completed the business case stage, Creative New Zealand is
considering next steps.
