Within your 2019 request for proposals, Creative New Zealand limited proposals from existing Toi Uru Kahikatea and Toi Tōtara Haemata clients.

Cath Cardith stated on RNZ (https://www.rnz.co.nz/national/programme...) “Only the existing organisations could apply…we thought it was fair to those, that they could put their foot forward first”.

Can you please supply any meeting minutes or correspondence to how these decisions were made in regards to:

How was this fairness determined.

How this demonstrated confidence and security for independents outside of ongoing funding.

My understanding is the previous Key Roles were no longer offered at this point, what was put in place from Creative New Zealand to disestablish these monopolies?

Can you also supply any internal discussion as to how this first right of refusal approach was thought to contribute more to “innovation in New Zealand arts practice”, rather than letting new ideas from new organisations into this space?

“Once the 2019 funding round is complete and contracts agreed, the portfolio will be reviewed against its delivery to the Investment Strategy. The Arts Council will then consider if there are gaps and whether to invite proposals from new entrants in 2020, for either or both programmes.”

Are you able to supply your process as to how these gaps were subsequently identified - including any sector scoping. How was this then put out to market?

Thank you for your email.

 

I refer to your official information request, dated 16 December 2021, for
information related to Creative New Zealand’s 2019 request for proposals
from existing Toi Uru Kahikatea and Toi Tōtara Haemata clients. We’ve
considered your request under the provisions of the Official Information
Act 1982 (‘the Act’), which is based on the principle that information
held by government agencies should be made available on request unless
there is good reason for withholding it.

 

 1. Creative New Zealand’s decision to limit proposals from existing Toi
Uru Kahikatea and Toi Tōtara Haemata clients and consideration of
independent artists

Throughout 2018 Creative New Zealand consulted with Toi Uru Kahikatea and
Toi Tōtara Haemata clients on the direction of the investment programme
and alignment with the [1]Investment Strategy Te Ara Whakamua 2018–2023.
This included eligibility to apply to the programme. In November 2018, we
published the programme changes and confirmed the 2019 investment
programmes funding round would be open to proposals from organisations
that had existing contracts for either the Tōtara or Kahikatea funding
programmes.

 

We determined it was important to provide existing organisations with the
opportunity to adjust and align to our Investment Strategy. Until the
resulting infrastructure could be fairly assessed for its delivery to the
Investment Strategy and gaps identified, it would have been premature to
invite proposals from new entrants. This allowed for Creative New Zealand
to then review the portfolio and specify the areas we would target for new
investment.

 

Creative New Zealand also made several changes to its offering to provide
greater opportunities for independents outside of our investment
programme. These opportunities align with our Investment Strategy,
contribute to “innovation in New Zealand arts practice” and allow
individuals and organisations to actively investigate new ways of working
and take artistic risks. Please find further [2]detail here.

 

·         Streamlined [3]Arts Grants programme

In 2019, we consolidated our Quick Response and Arts Grants opportunities
into one Arts Grants programme which aligns with features of our
Investment Strategy. Currently we offer six Arts Grants rounds per
financial year, and the change took on board feedback from applicants who
shared their frustration with our previous long timing and low frequency
of funding rounds.

·         The introduction of [4]Annual Arts Grants

This fund enables eligible individuals, groups and organisations to plan
their activity and have longer-term security, as well as reduce the number
of applications they prepare and submit. 

 

 2. Disestablishment of existing key roles

Following consultation with Toi Uru Kahikatea and Toi Tōtara Haemata
clients, Creative New Zealand confirmed the Tōtara key roles would be
replaced with three categories – General New Zealand Arts; Māori-led Arts;
Pasifika-led Arts. As we outlined in the [5]Results of investment
programme review, the focus was to move away from specific artform focus
to broader outcome-focused categories. We reviewed the key roles to take
into account changes in the arts environment and to give effect to the
principles and features of the Investment Strategy. The principles in our
Investment Strategy are now the guide for how we prioritise our investment
in the arts sector.

 

 3. Tōtara and Kahikatea investment programme gaps identification and
action

In August 2019 [6]we confirmed the arts organisations in our Investment
programmes over the next two to six years; with a $27 million increase in
investment. While our funding decisions ‘shift the dial’ significantly
towards the principles of the Investment Strategy, the Arts Council
identified some significant strategic gaps within the portfolio.

 

After careful analysis, the Council agreed:

o its current priority for the Toi Tōtara Haemata and Toi Uru Kahikatea
programmes is to increase the number of arts organisations within them
that are Māori-led and Pasifika-led
o Te Puāwaitanga – the pre-application process for the Tōtara and
Kahikatea programmes with a development focus – would open in 2020,
seeking expressions of interest from eligible Māori-led and
Pasifika-led arts organisations that align with Te Hā o Ngā Toi and
the Pacific Arts Strategy and have an emphasis on access and
distribution of the arts
o Tōtara and Kahikatea programmes would not be open in 2020 for new
proposals.

Please refer to our call for expressions of interest from Māori and
Pacific led arts organisations in February 2020 [7]here.

 

Due to the COVID-19 pandemic, Te Puāwaitanga was suspended along with
other funding programmes. However, Creative New Zealand continues to offer
support and opportunities to those who expressed interest in taking part.

 

Investment programme gaps and analysis was undertaken by Creative New
Zealand staff. Staff undertook the following process:

 a. Analysis of changes in delivery to outcomes as a result of the funding
round
 b. Analysis of the impact initial 2019 priorities had on the nature and
focus of the portfolio
 c. Identification of the limitations in the current portfolio make up
 d. Analysis of sector challenges and opportunities via Arts Practice
Directors’ research and analyses undertaken for Te Hā o Ngā Toi Māori
and the Pacific Arts Strategy
 e. Development of evidence-based models to predict the future state of
the arts sector
 f. Cross-reference of sector opportunities with what we can realistically
deliver in alignment with our strategies
 g. Identification of gaps that can be filled by the Tōtara and Kahikatea
programmes vs. via other Creative New Zealand mechanisms
 h. Prioritisation of gaps with potential to be filled in the next five
years
