Issue date on My Vaccine Pass

Mark Brown made this Official Information request to Ministry of Health

The request was successful.

From: Mark Brown

Dear Ministry of Health,

Under the Official Information Act would you please tell me how the Issue Date on the My Vaccine Pass is established?

Does the Issue date start from the date of the second jab, a period of days after the second jab, or does it start on the date a person requests the My Vaccine Pass?

If the Issue Date is on the date the person requests the pass, then please provide documentation discussing how this was determined as the efficacy of the vaccine for early adopters could have waned by the time they Pass is issued. This would provide the false illusion a person is protected when they are not.

Yours faithfully,

Mark Brown

Kia ora Mark,

Thank you for your email on 27 November 2021 requesting the following:

How the Issue Date on the My Vaccine Pass is established?

Does the Issue date start from the date of the second jab, a period of
days after the second jab, or does it start on the date a person requests
the My Vaccine Pass?

If the Issue Date is on the date the person requests the pass, then please
provide documentation discussing how this was determined as the efficacy
of the vaccine for early adopters could have waned by the time they Pass
is issued.

A person's eligibility for a domestic pass is determined at the time they
apply for it.

o This eligibility is determined using a variety of factors, including

o Vaccination products received, including mixed doses
o Date of last vaccination
o Total doses received

A person’s My Vaccine Pass is valid for six months from date of issue, or
1 June 2022, whichever is sooner. This is because booster shots may be
required to ensure ongoing protection against COVID-19, and because
temporary medical exemptions are only valid for six months. If vaccination
passes are still required after a pass has expired, you will need to
request another one to prove your vaccinations are current. Please note
that at the moment, you do not need to have a booster dose to be ‘fully
vaccinated’ for My Vaccine Pass or an International Travel Vaccination
Certificate. If you do get a booster dose, it will be added to My Covid
Record and you can create another pass.

For further information, please refer to the following page on our
website:
[1]https://www.health.govt.nz/our-work/dise....

Under section 28(3) of the Act you have the right to ask the Ombudsman to
review any decisions made under this request. The Ombudsman may be
contacted by email at: [2][email address] or by calling 0800
802 602.

Dear OIA Requests,

Please note you have only partially answered our questions, our following question;

"If the Issue Date is on the date the person requests the pass, then please provide documentation discussing how this was determined as the efficacy of the vaccine for early adopters could have waned by the time they Pass is issued."

You have responded to this by providing a persons eligibility criteria, which is the "outcome" of a discussion and decision making process. Our request is for documentation (meetings, discussions, communications, notes, emails etc) discussing how the issue date was to be set/determined.

Please update our OIA request with this documentation.

Yours sincerely,

Mark Brown
