1). I would like to request all information held by the Ministry of Health with reference to the company MATTR Limited, where it pertains to the My Vaccine Pass, during the period of 01/01/2021 and the date of the signing of the contract for the My Vaccine Pass project.

I am aware that the contract with MATTR Limited may require significant redactions under section 9(2)b of the Official Information Act 1982. With that in mind, I am happy if the contract is not included in this request provided there is other information with reference to MATTR Limited predating the signing of the contract.

In your reply you stated;

is for a very large volume of information. Your request may be refused

I am willing to limit the search to communications with the company MATTR over the period of 01/01/2021 and the date that the contract for the My Vaccine Pass was signed. Given this search will be very easy to complete, in that it is an electronic search, I anticipate that this will negate the invocation of section 18(f) of the Act.

Please reply promptly as you have already taken considerable time to advise of this decision.

On 16 December 2021, you were contacted and asked to refine your request.
On 21 December 2021 your suggested the following scope for your request:

 

“… communications with the company MATTR over the period of 01/01/2021 and
the date that the contract for the My Vaccine Pass was signed.”

 

Your request for information is refused under section 18(f) of the Act, as
it would require a substantial amount of collation to provide the
information you have requested. 

 

For context, the Ministry estimates there is over a thousand emails or
more that fall within scope of your request. I have considered whether
charging or extending the time to compile the information would enable us
to respond, however, as each piece of correspondence would have to be
individually reviewed, I do not believe it is in the public interest to do
so.  

 

The Ministry remains willing to engage with you on a revised scope for
your request.

 

Under section 28(3) of the Act, you have the right to ask the Ombudsman to
review any decisions made under this request. The Ombudsman may be

I have asked the Ombudsman to investigate the decision for a time extension for supplying just ten emails after they have already taken approx. 40 working days. This information is now required as soon as possible given the events of the last month with court cases and ongoing protests around mandates.
