Request for data on the award of Higher Duties Pay in the NZDF

Dear New Zealand Defence Force,

I am requesting information on the allocation of Higher Duties Pay/ Allowances amongst NZDF Officers. My target groups are the ranks of Captain and Major (and single service equivalents). Specifically, I would like data on:

1a. The number of HDP applications approved (in whole or in part) since June 2012.
1b. Of those applications, the number of male vs female recipients, and the ratio of army/navy/air recipients.

2a. The number of HDP applications declined since June 2012.
2b. Of those, the same breakdown requested above.

If you are able to explain the intent behind higher duties pay in the military (as opposed to the civil service), and how it is internally regulated, that would be greatly appreciated.
