Given the scope of your request, information is still being collated.

 

The Act requires that we advise you of our decision on your request no
later than 20 working days after the day we received your request.
Unfortunately, it will not be possible to meet that time limit and we are
therefore writing to notify you of an extension of the time to make our
decision to 3 December 2021.

 

This extension is necessary because consultations necessary to make a
decision on your request are such that a proper response cannot reasonably

Further to the email dated 19 November 2021 from my colleague Ian Hunter,
I am able to respond formally on his behalf  to your request for
information relating to the Strategic Housing Investment Plan.

 

Thank you for your patience whilst your request has been progressed.

 

As you asked a number of questions I will address these in the order of
your original email.

 

1) How many social and affordable homes have been delivered to date as
part of the Strategic Housing Investment Plan 2017-2027? 

 

Arlington 1 & 3: 300 units. Following public consultation this site was
leased to the Crown and the site is currently being redeveloped.
Additional information is available on the Council’s website and can be

Te Māra apartments: 104 units. This redeveloped site was completed in 2018
with the site previously containing 57 apartments that were not to a

In addition; a further 9 family homes are being developed at Harrison

I can advise 3 properties have been sold as part of the Portfolio
Alignment Strategy.

 

 

3) Please provide all bi-annual reports to Council as set out in the

4) Please provide all costs, expenditure and funding sources associated
with the implementation of the Strategic Housing Investment Plan since 2
March 2017. 

 
The Strategic Housing Investment Plan is made up of three large programmes
of work relating to the assessment of underperforming assets, the
investigation of potential options for these assets and the upgrade of the
Council’s social housing portfolio. Since work began on this plan in
2017, in addition to the work carried out directly but Council
officers, each of these programmes has involved a large number
of contractors, service providers and central government partner
agencies.  

 

The below table summarises the costs and expenditure for City Housing for
the period requested. It summarises the costs and expenditure for the four
work programmes undertaken by City Housing that form its part of the
Strategic Housing Investment Plan.

 

 

 

These costs and expenditure were funded directly from the cash reserves of
the business unit, which is ring fenced under the 2008 Deed of Grant
signed by the Crown and WCC.  

 

We also note that all Crown funding associated with the Deed of Grant was
received prior to 2 March 2017, and the above expenditure includes money
spent by WCC to complete the $42m Arlington Site 2 development (also known
as the Te Māra complex) above the Crown funding received. There are also
building & infrastructure costs associated with the HUP1 project as well
as salaries associated with the planning of the second phase of the
Housing Upgrade Programme funded directly by the business unit.

Whilst we have been able to compile the figures relating to the Council’s
City Housing business unit, providing figures for the wider programme is
considerably more difficult as the information is not held in any easily
retrievable format.

 

In order to provide the information as requested, officers would be
required to search a large number of separate databases and paper records
located in a number of internal teams.

 

If you are able to refine your request we may be better able to assist you
in providing the information you require.

 

If you are unable to refine your request and wish to pursue your original
request, the Council will scope the estimated amount of officer time
likely to be required and will provide an estimate of the costs chargeable
for the retrieval and collation of the information. Charges are made in
line with the Ministry of Justice Charging Guidelines: [16]Charging

If you could advise how you would like to proceed with question four it
would be much appreciated.
