Published PTOM Unit Commerciality Ratios

Dear New Zealand Transport Agency,

I am interested in the Public Transport Operating Model rules related to the requirements for councils to calculate and publish Commerciality ratios for PTOM units & modes. I understand that the NZTA procurement Manual Amendment 5 Section 10.6 includes the following rule:

"Publication of public transport commerciality ratios
An approved organisation that procures public transport units must publish annually the regional commerciality ratio and a league table for each public transport mode (bus, rail, ferry, other) using the commerciality ratios of all public transport units within the region (see appendix H Calculating public transport commerciality ratios for the commerciality ratio formula)."

I further understand that the methodology for the Commerciality Ratio calculation must be undertaken as specified in "Appendix H Calculating public transport commerciality ratios" which further states:

"Overview
The commerciality ratio is a financial calculation that measures performance by assessing the proportion of revenue generated by public transport users against the cost of providing the services.
Approved organisations providing public transport services must calculate a commerciality ratio for:
* the region as a whole, and
* each unit of public transport services identified in the RPTP and separated by mode.
The unit commerciality ratios should be published as part of a league table. Where an approved organisation has an endorsed procurement strategy enabling direct appointment of units other than commercial units or like-for-like units, a league table, which employs ‘blended’ commerciality ratios, will be used to determine which units should be directly appointed."

1) Can I have a copy of any and all Commercial Ratios received from Auckland Transport that shows the annual Commerciality Ratios for individual PTOM units services they provide (including the estimated future Commerciality Ratios for units if provided to the NZTA)?

2) Can I please have a copy of communications between NZTA/Waka Kotahi and Auckland Transport on the subject of their PTOM Unit Commerciality Ratios including whether they have or have not published this information.

3) Can I have a copy of any and all Commercial Ratios received from Greater Wellington Regional Council that shows the annual Commerciality Ratios for individual PTOM units services they provide (including the estimated future Commerciality Ratios for units if provided to the NZTA)?

4) Can I please have a copy of communications between NZTA/Waka Kotahi and Greater Wellington Regional Council on the subject of their PTOM Unit Commerciality Ratios including whether they have or have not published this information.

5) Can I have a copy of any and all Commercial Ratios received from Environment Canterbury that shows the annual Commerciality Ratios for individual PTOM units services they provide (including the estimated future Commerciality Ratios for units if provided to the NZTA)?

6) Can I please have a copy of communications between NZTA/Waka Kotahi and Environment Canterbury on the subject of their PTOM Unit Commerciality Ratios including whether they have or have not published this information.

If this information is held in electronic form, then I would prefer it was provided in its complete and original electronic format. I would also prefer that any information in the documents provided that Waka Kotahi may believe to be out of scope is not removed or redacted.
