officials at National Office to respond.

The information you have requested will likely contain Ministry employee
names and contact details. We need to consult relevant Ministry employees
before deciding whether we can release this information to you, and this
will take additional time and effort.

If you do not need the names of Ministry employees who are below tier 4
and/or who are not decision-makers, please advise us as soon as possible
and we will treat your request as amended accordingly.

In any event, the Ministry will make and communicate to you a decision on

Kia ora Kurt,

Thank you for your request to the Ministry of Health regarding the ‘1.9
billion dollars earmarked for Mental Health NZ. Including, money spent on
paid consultants’. As you are aware, this request was partially
transferred to Corrections.

Can you please provide more specific information about what you are
seeking?

For example:

o What is the definition of paid consultant?

o An external service provider? Or does this need to include
internal non-FTE spend?

o Are we also providing a breakdown on the initiatives that we are
spending our portion of the $1.9b on?

o If so, is that the how initial funding was given/allocated to us
by initiative? Or how we allocated it internally?
o Is it budget amounts? Or is it spend?

Thanks,

Dear Info@Corrections,
Paid consultant, anyone receiving money to advise on how to use allocated funds of 1.9 billion dollars earmarked for Mental Health NZ.

External, and internal providers, all people getting money to consult, consultants, and Consultancy services.

A breakdown of what you are doing with the money from the 1.9 billion provided to you, initiatives, and what you are doing.

Yes a breakdown of the initiatives that you are spending your allocation of the 1.9 billion on.

Budget amount, and spend. With a focus on paid consultancy, external, and internal.

Feedback.
I am receiving a large amount of stonewalling around this request from all government departments that this request has been forwarded to. Please, now you have the information can you press on and provide me with the information I asked for promptly.

On 7 August 2021, you emailed the Ministry of Health (MoH) requesting,
under the Official Information Act 1982 (the Act), the following
information:

o Provide all relevant information around the 1.9 billion dollars
earmarked for Mental Health NZ. Including, money spent on paid
consultants.

On 30 August 2021, MoH transferred your question to the Ministry of Social
Development (the Ministry) in part.

This email is to advise you that the Ministry have received your request,
however requires more time to respond to this request. In accordance with
section 15(1) and 15A of the Official Information Act, the Ministry’s
decision will be with you no later than 26 October 2021.

The reason for the extension is that consultations necessary to make a
decision on the request are such that a proper response to the request
cannot reasonably be made within the original time limit.

You have the right to seek an investigation and review by the Ombudsman of
this decision. Information about how to make a complaint is available at
[1]www.ombudsman.parliament.nz or 0800 802 602.

If you wish to discuss any aspect of your request with us, including this
decision, please feel free to contact [2][email address]

The Ministry will respond to you sooner if able to.
