When requests are received under the Local Government Official Information and Meetings Act, the request is logged into an internal service request system, and tracked internally to ensure a response is given as soon as is practicable, but no longer than 20 working days. This request was received and logged on 22/4/14 and a response emailed directly to Mr Beggs on 29/4//14. We did not reply through your website.

Hi Wayne - this is very unusual. Would you mind noting here the methods by which the council contacted you (e.g. phone, email, post) and how they obtained those contact details?

The only reason to email the response direct rather than through FYI is to avoid the email being published publicly. However if the response was under the OIA (rather than treated as a Privacy Act request) the information is public and there is no reason it cannot be published.

Some info here about how they dealt with your request may help future requestors, in case this strategy becomes a habit of this council.
