Public Interest Journalism Fund: General Guidelines - emails, Cabinet minutes

Micky Turner made this Official Information request to Kris Faafoi

This request has been withdrawn by the person who made it. There may be an explanation in the correspondence below.

From: Micky Turner

Dear Kris Faafoi,

In regards to collaborating with NZ On Air at every stage in the development of the fund for public interest journalism - including the development of guiding principle - can you please provide the following information:

1. All emails discussing the topic (including emails to and from NZ On Air 'and' between all Ministry officials)

2. All Cabinet minutes in relation to the fund

____________________________________________________________________
excerpt from Kris Faafoi letter to NZ on Air -

Public Interest Journalism Funding
I have appreciated NZ On Air's collaboration with Ministry officials at every stage in the development of the fund for public interest journalism: the original conception; the development of guiding principle leading to Cabinet's recent approval of $55 million over three years; in agreeing the scope of consultation that will refine the eligibility criteria and operation of the fund; and final implementation.

While Journalism Funding builds on NZ On Air's long-established expertise in operating contestable funding programmes and uses NZ On Air's statutory framework as provided for by the Broadcasting Act 1989, it represents a significant increase in the agency's scope and responsibilities. I therefore ask that you keep my officials closely informed of the details of the fund's implementation, leading up to the first funding round.

Kia ora,

On behalf of Hon Kris Faafoi, thank you for your email.

While the Minister considers all correspondence to be important, and all
messages are carefully read and considered, it is not always possible to
personally reply to all emails.  As such, the following guidelines apply:

·        Invitations and meeting requests will be processed as soon as
possible and a staff member will be in contact with you in due course

·        All media queries will be responded to by a staff member

·        Requests for official information will be managed in accordance
with the provisions of the Official Information Act 1982, which may
include transfer to a more relevant Minister or agency

·        If your email falls outside of the Minister’s portfolio
responsibilities, expresses a personal view, or is copied to multiple
Members of Parliament, then your opinion will be noted and your
correspondence may be transferred to another office, or there may be no
further response to you

Thank you for the taking the time to write.

Nga mihi,

Office of Hon Kris Faafoi

Kia ora Micky,

I am writing in relation to your request below.

Your request for (All emails discussing the topic (including emails to and
from NZ On Air 'and' between all Ministry officials) as it currently
stands in broad in nature and would require significant resources to find
and extract material. As such, it is likely to be refused under section
18(f) of the OIA. Before taking this step, the Office would like to offer
you the chance to reconsider the scope. Could you please provide some
clarification on your request. This could be in the form of specifying a
time period, or amending your request to cover formal advice rather than
correspondence?

If you could identify the reason for your request, the Office could also
provide you with assistance in refining your request, although you are
under no obligation to do so.

Ngâ mihi

Luke

Dear Gemma,

I am going to withdraw this request - because I don't need to find out what I already know.

I trust Kris will endeavor to ensure there is no political interference in NZ On Air decisions going forward.

Thanks for your time!

Cheers - Micky
