Dear Ministry of Justice,

Please provide a list of all papers written since 18 April 2019 on the Official Information Act including, in particular, your work on whether to conduct a review of the Act.

This includes papers written for ministers as well as those written for an internal audience or other government officials.

My request does not include such documents as brief updates within reports where the OIA is not the primary subject.

It also does not include emails, ordinary correspondence and OIA responses.

I trust my request is reasonably clear and will not require substantial collation.

There is a substantial public interest in the ongoing work that the ministry is doing on what you yourself describe as a core constitutional statute and for which many experts, notable bodies, including the Law Commission, and civic groups have long called for substantial reform.

The public interest is arguably heightened by the fact that a review, or even a decision on whether to conduct a review, of the Act has been repeatedly delayed and you have not proactively published anything at all on the matter.

I would be happy to discuss my request with you if it will expedite making a response.

Re OIA 87844

I am following up on your response of 3 June from Caroline Greaney in which I was informed that you only held one document that fell within the scope of my request.

However, I have just become aware of your 17 May response to OIA 86727 which lists other documents that appear to fall within the scope of my request.

Namely the February 2020 cabinet paper, a November 2019 budget bid and (depending on the exact date) a September 2019 summary of other jurisdictions.

Please explain why these papers were not included in your response and please thoroughly check to see whether there are any others that should have been included.
