I am writing in relation to your Official Information Act request of 22
April 2021 for the following information:

“All the correspondence made between Early March 2020 and April 2021,
related to New Zealand’s discussion with Australia for opening up the
travel between two countries, specifically the correspondence related to
New Zealand Government being subjected to condemn China’s actions as part
of the condition for opening up the Australia-New Zealand corridor.”

In reviewing the scope of your request, we would like to clarify what
information you are seeking. The Ministry has determined that your request
could be interpreted as either of the below options:

1.       All correspondence between March 2020 and April 2021 regarding
New Zealand’s discussion with Australia about opening up travel between
the two countries.

2.       Only correspondence between March 2020 and April 2021 about the
Trans-Tasman Safe Travel Zone that specifically relates to “the
New Zealand Government being subjected to condemn China’s actions as part
of the condition for opening up the Australian-New Zealand corridor”.

Please note that if you are intending for your request to capture all
correspondence in the specified time period regarding New Zealand’s
discussion with Australia about opening up travel between the two
countries (option 1), this request is very broad in nature and is likely
to result in an 18(f) refusal, as it would require substantial manual
collation to compile this information.

Once you have confirmed what information you are seeking, we will continue
to progress your request.

Ngâ mihi

Anna
