Harbour Risk Assessment

Brent Yardley made this Official Information request to Marlborough District Council

Response to this request is long overdue. By law Marlborough District Council should have responded by now (details and exceptions). The requester can complain to the Ombudsman.

From: Brent Yardley

Dear Marlborough District Council,

According to the Harbour Safety Management System (page 12 - Background) a Harbour Risk Assessment was undertaken in 2018 and presented to Council in January 2019. Can this document please be made available?

Yours faithfully,

Brent Yardley

Dear Mr Yardley

I refer to your email of 4 September and attach the Risk documentation by
GBT International dated January 2019.

This completes this request.

I understand there may have been a separate request to the Harbour Master
and I take it this is now deemed actioned?

Dear Tony Quirk-8077,

Thank you for the GBT ‘Marine Safety Risk’ document.

The MDC 2020 Harbour SMS (Page 12 - Background) refers to council commissioning “a full and comprehensive harbour risk assessment” and that the report “incorporated all previous Marico assessments”.

The GBT ‘Marine Safety Risk’ document provided appears somewhat lightweight and general in nature. Is the GBT ‘Marine Safety Risk’ document provided the full extent of the harbour risk assessment commissioned in 2018?

Also - regarding information request to the Harbourmaster - on being advised that no single risk assessment document exists, I requested risk assessment information regarding shipping emissions, bulk gas transport, and Tory Channel entrance. So far, I have received no information regarding the latter two points. Is there information available on these points?

Yours sincerely,

Brent Yardley

Dear Mr Yardley

I refer to your email of 18 September which referenced further data you
were seeking.

I see the Harbour Master explained the limitations about aspects dealt
with in any risk assessment.  I am advised the risk assessment is still
evolving since the Harbour Master has to look at the risks and provide
clarification about rankings of risk.

He has taken note of your interest and once an assessment is ready, which
may take a little while, he will get a copy to you.

Tony Quirk

District Secretary
