I writing to you in regards to your email of 4 August 2020 to the Ministry
of Education requesting the following information:
o Please provide a copy (ideally electronic, e.g. PDF) of all rules,
guidelines, policies, or similar, that regard property projects (e.g.
utilising 5YA funding, the 2019 school investment package, and
similar) where the project involves leased land.
Your request for ‘all rules, guidelines, policies, or similar, that regard
property projects’ is very broad in nature and scope and, as currently
worded, would likely be refused under section 18(f) of the Act, as the
requested information cannot be made available without substantial
collation and research.
Before making a decision on your request and to enable us to provide you
with a substantive response, we would like to invite you to consider
refining the scope. For example information relating to 5YA funding.

Dear Enquiries National,
Your quote misses a significant part that does limit the scope: "where the project involves leased land". That should already significantly reduce the collation and research required.
However, I can narrow it down further:
* Only relating to public (ie. not integrated, not private) schools (ie. excludes Ministry buildings, tertiary institutions, early childhood, etc).
* Relating to 5YA funding, the 2019 SIP funding, and the regular capital works programme.
* Only guidelines/rules/policies that are currently active, not ones that have existed in the past but are no longer used/valid.
In order to apply these policies/guidelines, they must be easily accessible (and indeed, generally known) by the Ministry employees that approve these property projects. There are a very large number of those every year, ie. this is part of the every-day work for many people within the property section of the Ministry, so your claim that this would involve substantial collation and research is weak.
