refusal of your previous request [our reference OIA 1345599], which asked
for the following information:

 

Copies of all documents leading to the appointment of a Limited Statutory 
Manager at Halswell and Westbridge Residential Specialist Schools.

 

Having reviewed the revised wording of your new request, we consider that
you have not significantly reduced or clarified the scope compared to your
previous request. As a result, as currently worded, the new request is
still very broad in nature and scope and lacks due particularity. As such,
it is likely that your request, as it currently stands, would still be
refused under section 18(f) of the Act, as the information requested
cannot be made available without substantial collation or research.

 

As previously advised, in the hope that we may be able to avoid refusing
your request, we would be grateful if you could clarify what you mean by
“leading to the appointment”, the type of documentation you are seeking
(for example, formal memos or reports), and a timeframe.

Dear Enquiries National,

It is difficult to be precise without detailed knowledge of the process followed. However, based on my knowledge of generic public service processes, I assume that there was an official who made the decision. At the time that a decision was sought, another official would have made a recommendation. That recommendation would have included supporting documents or links to those documents. What I am seeking is the recommendation document, the supporting documents referred to in it, and the response from the decision maker. As all the supporting documents are detailed on recommendation, it is difficult to see how this requires substantial collation or research.
If my assumption about the process is incorrect, please provide details of the process followed so that I can better link my request to the process.
