I have heard back from staff who have advised that they are having some
 trouble understanding your request.
 
Would you be able to clarify exactly what information you are seeking? If

 difficulty understanding what you are seeking.
 
Is there a particular property or issue you are concerned about? The
 manager of Funds and Financial Policy, Mr Andrew Jefferies, would be happy

    Dear Official Information,
The request does not seem overly complicated.
I am after the equation, or methodology, to which QV used to set the rates for establishing the rateable value of properties. This is presumably straight forward.
I am also after all correspondence between elected members and staff, staff and qv, elected members and qv, regarding the setting of rateable values.
I am not able to make this clearer. To assist your staff it would seem logical that qv have a base equation when establishing the rateable value of a property. Potentially a combination of age, area, land area etc.
Presumably there have also been conversations around the setting of rateable valuations between staff and qv, staff and elected members, staff and staff, etc surrounding the setting of the rateable valuation.
I am not interested in a telephone call but would prefer all correspondence to be via FYI

 consult with staff. I have been advised that QV are contracted to provide
 a service, and the Council does not seek to influence them on how they do
 it.
 
Staff have also advised that you are best to approach QV with your query.

My apologies for the protracted process, there is a possibility that your
 request was misunderstood. If this is the case I apologise.
 
I have gone back to staff who have advised that they interpreted your
 request as asking for “all correspondence …….. which relates to the
 instructions for setting the current rateable valuations”. They do not
 instruct QV on how to value.
 
However, if you are wanting all correspondence which relates to the rating
 valuation then this is a different (and significantly broader) request.
 Could you please advise?

I hope that you and your family are well during this surreal time.
 
I am writing to update you on your request. The relevant Christchurch City
 Council staff are collating the correspondence you have asked for.
 
The Council also contacted QV who have advised the following:
 
QV have not in the past provided the basis document in its whole or
 redacted form. It is QVs Intellectual property,  is commercially
 sensitive, and includes information provided in confidence.
 
We can redact a basis copy.  Please allow a day (8 hours) for QV to do
 this being $1760 plus GST*
 
*Matthew – considering the current environment, I would assume that there
 would be a significant delay in QV getting this information to you.
 
Please note that the Covid-19 restrictions mean that the Council will be
 concentrating on the provision of essential services (such as maintaining
 the water and waste networks and transport). The provision of information
 remains important but the current situation will affect the Council’s
 ability to access and provide information as it would under normal
 circumstances. There may be some disruption in the provision of
 information. We will endeavour to keep you updated on any requests for
 information as best we can.
