Provincial Growth Fund - Decision Making Process

Kia ora Kaikoura District Council,
I am interested to find out information regarding the decision making process for the recently approved Kaikoura Marina Development application to the Provincial Growth Fund as there is nothing available on your website.
Could you please provide the following documents:
1) The Staff Reports and Minutes for 'Item 17. Public Excluded - (g) 'Harbour and Wakatu Quay Brief' that is noted in the Minutes of the meeting held on 26th June 2019.
I note that this was not listed as an Agenda Item for the meeting but from the item listed in the minutes it appears to have been held. I understand that some parts may be redacted due to privacy or commercial sensitivity. What I am seeking to ascertain is the rationale behind and discussion around the application, reasons why the Marine Centre of Excellence was not pursued and any decisions that were made to approve the application.
2) A copy of the application to the Provincial Growth Fund - Kaikoura Marina Development.
3) A copy of the concept plan/drawings of the development proposed for Wakatu Quay if not already provided above.
4) Copies of relevant consultation/feedback specifically provided for the proposed mixed use commercial, retail and hospitality development at Wakatu Quay if not already provided above.
5) A copy of the approval from the Provincial Growth Fund Unit or at least any information provided from them regarding the conditions of the Provincial Growth Funding as approved in terms of the potential to make any changes to the development as proposed - for example, as a result of further consultation.

I received some of the requested information via WeTransfer as a 112 page 44MB PDF File on Tuesday 18/2/20 - the last of the 20 working days. There is no option for me to upload it here. I am waiting to find out if the rest of the information will be released - Kaikoura District Council have advised that they require a 3 working day extension to attend to the remaining information requested.
