Dear Wellington City Council,
I am writing to you about the monthly motor fuel sales data that you hold for the Wellington region.
Wellington City Council is the distribution authority for the local authorities fuel tax (as set out in Part 11 of the Local Government Act 1974) and as such all wholesale distributors of motor fuels are required to submit monthly returns to WCC setting out the total quantities of each kind of motor fuels sold within the Wellington region.
Can you please provide me with this monthly fuel sales data for the previous 10 years?
I would prefer this data to be provided in the form of an electronic data file and/or spreadsheet if possible.

My primary interest in the fuel sales data is the total litres sold by fuel type (e.g. 91, 95, Jet A1, Diesel) each month. I plan to use this information to estimate the monthly greenhouse gas emissions from the combustion of these fuels. For some fuel types such as diesel, a further breakdown of litres sold by distributor could help in assigning the fuel consumption to a particular industry sector (e.g. agriculture vs road transport).
I would prefer to receive the data in whichever form it was originally provided to you and/or whichever form it has been recorded in your systems. Hopefully this will make it easier for you to respond to my request. I plan to perform my own processing of the raw data in order to extract the information that I desire.

Thank you for your patience.
I have followed up further with the Council team responsible for collating information relevant to your request, and am in a position to provide it to you.
What we are able to provide is a spreadsheet containing information relating to the fuel type (unfortunately, the information provided combines petrol fuels into one, but does leave diesel separate). The second sheet shows the distributors for the diesel fuel.

Thanks for the prompt reply to my information request. I've reviewed the spreadsheet and can confirm that it contains the information I have requested.
Based on your response, I do have a couple of follow-up questions:
(1) The volume of motor spirits for June 2019 (the final month of data) is significantly lower than all other months. Is it possible that some of the distributor returns for this month had not yet been received?
(2) Does "motor spirits" volume include fuel (e.g. AvGas and Jet-A) sold for domestic aviation use?

Hello Andrew,
The Council has spoken with the fuel distributors, to make sure we give you the correct information for this.
(1) the data we provided to you was complete. The Council had received petrol tax information from all of the fuel distributors for June 2019. I cannot give you an explanation for why the June 2019 total is lower.
(2) Motor spirits does not include AvGas and Jet-A, but refers to the petrol sales of premium and regular.
