I am writing to request information about the Residential Electric Vehicle Traffic Charging programme.
Can you please provide:
- Any information related to or outlining methodology that was used to determine proposed location of parks.
Including specifically:
- was current parking utilisation in the proposed locations considered? Was this information provided to councillors for consideration?
- what was the rationale for two charging stations being located on Coromandel Street in Newtown?
- Copies of any business case or cost benefit analysis completed for the programme.
- A log of the WCC's consultation efforts.
- A summary of responses resulting from those consultation efforts, by proposed location (i.e. how many submitters in favour of each proposed location, how many against).
Including specifically:
- The City Strategy Committee agenda for the meeting on 21 March 2019 claims the 17 locations voted on received "public positive support". Is this statement accurate?
- Any information on how the WCC plans to evaluate the effectiveness/success of the programme.

Thank you for your email to the Council received on 9 September 2019 in
which you requested information relating to the Council’s Residential
Electric Vehicle Charging Programme.
Further to my decision email to you dated 4 October 2019 I can now provide
you with the requested information.
The Council’s Charging Up Residential Streets partnership was conceived to
support the roughly 25-30% of Wellington homes that do not have access to
off-street parking – which would enable them to charge an electric
vehicle. As such the programme addresses the key ownership hindrance that
local government has a stake in. The programme recognized that these areas
were going to have high parking pressure, narrow streets, and potentially
a strong need to work with the community. The programme began with 34
sites that could have charged 68 vehicles and through numerous rounds of
consultation whittled this to 15 where there was substantive support. By
only investigating locations where residents applying for a charger to be
installed committed to changing out their vehicle for an EV, the Council
sought to achieve three outcomes.
o Address the need for charging in areas with a lack of off-street
parking.
o Ensure that additional parking pressure was not created by working
with residents committed to changing out their combustion vehicles.
o Ensure longevity by working with the private sector and the government
to deliver success.
As you asked a number of questions I will address these in the order of
your email.

The Council’s proposal is to install electric vehicle charging points in
25 locations where the public have submitted an application in respect of
the Residential Street Electric Vehicle Charger Trial:

Further to the submissions, the Council has confirmed there are
significant numbers of residents in those areas that lack off-street
parking, and that two suitable car parks with sufficient and
cost-effective electricity supply can be identified. Proposed locations
are publicly consulted on and then are to be first approved by the City
Strategy Committee before being installed.

Parking utilisation was a factor considered.
Please note that those residents who requested the installation of
electric vehicle charging points via the electric vehicle charger trial
application have agreed to swap their combustion vehicle for an electric
vehicle should their application succeed. As such, no additional parking
pressure is anticipated as a direct consequence of this programme.

The rationale for the two charging stations was sufficient current demand
from residents and significant potential demand from residents. Coromandel
Street and its neighbouring streets contain a high number of properties
with no off-street parking and as such have limited ability to charge
electric vehicles.

programme.”

In addition, Public submissions were made to Council in December 2018 and
March 2019, further public notification was undertaken in June 2019,
Notice was made in the Dominion Post, Letter drops to affected residents,
and email communications with relevant neighbourhood groups.

Yes. For the 19 locations noted by the 21 March 2019 paper there was
approximately a 7 to 1 ratio of submitters in favour versus against.
- Any information on how the WCC plans to evaluate the
effectiveness/success of the programme.”
A comprehensive evaluation plan has been designed by the Council’s
research team in order to ensure the success of the programme is closely
monitored.
