Date "Dog Parks" were created
Karen Anderson made this Official Information request to Dunedin City Council
Response to this request is long overdue. By law Dunedin City Council should have responded by now (details and exceptions). The requester can complain to the Ombudsman.
From: Karen Anderson
Dear Dunedin City Council,
Dunedin has a number of areas that are designated “dog parks”.
Could you please provide the date each dog park (ordinary and “small”) was established.
Yours faithfully,
Karen Anderson
On behalf of the Dunedin Dog Bylaws Group
From: Karen Anderson
Dear Dunedin City Council,
As a consequence of the failure to provide the requested information within the required time a complaint has been lodged with the Ombudsman.
We note our concern at the obvious pattern of failing to provide information until after the Ombudsman has intervened.
Yours faithfully,
Karen Anderson
On behalf of the Dunedin Dog Bylaws Group
From: Sharon Bodeker
Dunedin City Council
Dear Ms Anderson

response will be sent to you later today.

According to both fyi.org.nz and the office of the Ombudsman response calculator the information was due on the 19th.
The DCC also saw fit to also contact me outside fyi and I have made the same response.
It would be helpful if the DCC refrains from copying email chains to fyi.org.nz given that is unnecessary and makes the request more complex to follow for no good reason.

As the fyi record shows the DCC did not provide the decision on the request, or provide the information requested yesterday - despite stating they would.
(It was also not provided by any other means, such as bypassing fyi but emailing it to me direct.)

Dear Karen
I refer to your request of 22 June 2019 requesting information relating to
the date each dog park was established. Please accept my apologies for
the delay in responding to you request. We are still trying to locate the
dates of opening, as some of the parks may go back to the 1980s, and are
currently searching through our Archives. We will endeavour to provide
the information to you as soon as possible.
Regards

The response above was sent by the agency to the wrong email address on 22 July, and I have associated it manually with the correct request just now.

At approx. 11:00am, sent to my personal email account (not through fyi, and not to the email for the Dog Bylaws Group on whose behalf the request was made).
---
I refer to your request regarding the establishment of Dog Parks and advise as follows:
Cemetery Road, East Taieri - Established 1999
Cemetery Road, East Taieri – small dog park March 2018
Shand Park, Green Island – Established 2002
Shand Park, Green Island – small dog park – established April 2015
Wakari Road, Wakari – Established 2003
We have been unable to confirm the exact dates of when the following dog parks were opened
Rotary Park, Waverley
Forrester Park, Normanby
Kew park, Forbury Corner
However based on the records we did find they appear to have been established in the late 1990’s.
I trust this answers your query
From: Karen Anderson
Dear Dunedin City Council,
I refer to your response on 25 July 2019 which was rather oddly sent to my personal email, not through the fyi platform as would be expected.
Leaving aside small dog parks, your response was the dog parks were established as follows:
East Taieri: 1999
Green Island: 2002
Wakari: 2003
You speculated Rotary Park, Forrester Park or Kew Park were established in the “late 1990’s”.
I am now aware of a request that was previously available to the public on the Dunedin City Council website. The response was dated 9 July 2013 and provides the initial set-up costs for the parks in 1999 and 2000. That strongly indicates that is when the parks were established.
This raises the possibility that the information that was eventually provided was not correct. You will appreciate the complaint to the Ombudsman has been continued.
Yours sincerely,
Karen Anderson

Dear Dunedin City Council,
Your post made on 13 August 2019 is an exact copy of the email sent to my personal email address on 25 July 2019 (attached as an annotation to this request on the same day).
It does not address the issue identified in my reply dated 6 August 2019.
You will appreciate the complaints to the Ombudsman about the management of requests for official information are being continued.
Yours faithfully,
Karen Anderson

Response from the Ombudsman's Intake and Early Assistance Team received today. Critical parts of the letter are:
"As a result of preliminary inquiries, I understand that your request was received by the Council on 22 June 2019, and a decision on your request was made and communicated to you on 25 July 2019 ...
During the course of our preliminary inquiries, the Council has accepted that there has been a failure to meet the timeliness requirements imposed by the LGOIMA … "

The information was not provided within the required time. On 21 July 2019
- a delay complaint was made to the Ombudsman
- a "follow-up" was sent to the DCC stating the complaint had been lodged.
