Accordingly please provide the numbers of registered dog owners, and registered dogs in each suburb, for the reporting years 2019, 2018, 2017, 2016, 2015.

Hi Karen,

 

I refer to your request of 25 August 2019 requesting the number of
registered dog owners and registered dogs in each suburb for the reporting
years, 2019, 2018, 2017, 2016 and 2015.

 

Attached is the information requested in relation to the registered dogs
in each suburb for the years from 2015 – 2019.

 

The figures for the dog owners per year area as follows,

Dear Dunedin City Council,
I acknowledge your response dated 3 September 2019. Please note the following:
(a) The request was for registered dog owners by suburb.
(b) The information attached is for the number of registered dogs by suburb and year. The 17 page list that was provided repeats Caversham and Corstophine, with different dog numbers each time. The list ends with an iteration of dog numbers by year, without identifying a suburb to which they relate. That makes it impossible to be confident the information is accurate.
(c) This information is tabular and this is not the first time the Dunedin City Council has provided tabular data in the form of a very long list. That may be relevant to failing to identify the information is not meaningful.
If you do not indicate you will be correcting these issues before 6 September 2019 I will complain to the Ombudsman the information has been refused without providing a reason.

Dear Ms Anderson,

 

I refer to your email below.

Please find attached a reformatted table showing the number of registered
dog owners as at today’s date by suburb, and the number of dogs registered
each year from 2015-2019 by suburb. I trust this new format is of
assistance.

I advise that we do not hold the number of registered dog owners for the
period 2015-2018 by suburb. Your request for this information is therefore
declined pursuant to section 17(g) of LGOIMA, that the information
requested is not held by the local authority. By way of explanation, our
data base of dog owners is a live system so it is continuously being
updated. We are therefore unable to provide historical data by suburb. We
do however have the number of owners in total for those periods which we
have provided to you previously.

 

Because some information has been declined you have the right to have the
decision made reviewed by the office of the Ombudsman.

In terms of the information refused, dog numbers are also continuously updated. Given dog details include the owner it appears odd that owner numbers cannot be captured while dog numbers can.

The latest data provided differs from the first set, and includes a column headed “Owners” and “5 September 2019”. That conveys it is dog owner numbers as of that date. The column has numbers entered against each suburb. Those numbers appear consistent with dog owner numbers.

Therefore, unless the numbers in that column are not what the headers indicates, you did not refuse the information as stated, but did refuse to provide it for more than a single date.

While would be ideal to have owner numbers for each suburb for each reporting year, a single capture has been helpful. That would make it unnecessary to take this request to the Ombudsman.

Accordingly, could you please confirm the numbers entered into the column headed “Owners” are in fact owner numbers as at “5 September 2019”.
