Hi Brent
Can you send a confirmation letter explaining the evolution of the SCAB assessment including a list of the agencies involved in it's development.

If possible, please include an explanation of how the hospitality industry guards against unintended discrimination. You should know that I believe I was discriminated against by the bar owner on the grounds of age, sexual orientation and race. While I don't have a legal right to bring a discrimination claim on the basis of socioeconomic status (class) and cultural custom I also believe that I was discriminated against on those bases as well.

I think the SCAB assessment is dangerously simplistic and offensive to those of us who are responsible, mature and measured in our drinking habits. I hope to be able to have it redeveloped (including ending the cynical acronym SCAB).

Thank you for your email.

I have already sent an answer to your Official Information Request (OIA), that will be going through our internal OIA team to you.

I did not include an explanation of how the hospitality industry guards against unintended discrimination. This was not in your OIA and is not something that I am knowledgeable about. That would be an OIA to the hospitality Industry.

The SCAB assessment tool is a fantastic tool to assess intoxication as long as it is used for that purpose and not used as you claim to ask you to leave the licenced premise.

SCAB is not a cynical acronym it is an easy to remember acronym for assessing intoxication - bring to the front of mind Speech - Coordination - Appearance - Behaviour.

I have only heard your side of the incident that you described to me and not the bar mangers side. I am not in a position to judge what was right or wrong in your incident and empathise that you feel decriminated against.

Thanks Brent, what I need at this point is:

1. The name of the other three organisations involved (alongside police) in the development of the SCAB tool.

2. How the SCAB tool evolved, I e. how was it developed? E.g. The groups' methodology?

3. How did the group decide on the indicators? E.g. Being overly talkative is a SCAB indicator indicating that a customer may be drunk. How does a bar server make sure that the customer is in fact drunk and not just a friendly, chatty person?

4. Public protection and rights
My understanding is that police require the hospitality industry to impose (as unsophisticated as it is) the SCAB evaluation on customers. If that is true what if they evaluate people incorrectly? Who (person/s) or what organisation is held to account for that?
